Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Airgas USA, LLC, 3737 Worsham Ave. Long Beach, CA 90808-1774 to provide refined air gases for the Global Monitoring Division's (GMD) mission to conduct observations and research related to global distributions, trends, sources and sinks of atmospheric constituents that are capable of forcing changes in the climate of the Earth. As part of this mission, GMD has two major components that need to purchase specialized commercial air gases for use in creating calibration gases and its air sampling program through analyzing flasks. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) experience with Airgas USA, LLC and the need to maintain consistent high-quality measurements for a period of many years. Airgas has developed a unique suite of gases that meet NOAA's requirement for purity, accuracy, and inert by-products that do not influence sensitive research measurements. This requirement ensures that sampling networks across the world are comparable and that all measurements are traceable to one standard. This involved changing gas manufacturing techniques so that the result was a gas that NOAA could use that is above and beyond the characteristics found in other commercial gases. The manufacturing techniques used by Airgas still exist and will be maintained as long as NOAA remains a customer. This effort has been on-going since calibrated climate measurements started in the 1950s. GMD developed as the experts in this area along with our long-term monitoring mission which is unique in scientific climate research. The period of performance is two years from award under a Blanket Purchase Agreement (BPA). ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
