- NOTICE OF CONTRACTING ACTION (NOCA) THIS IS NOT A REQUEST FOR PROPOSALS. This is a notice of intent to award a sole source contract modification to contract FA8730-15-C-0052 Interim Sustainment Services (ISS) under the statutory 10 USC 2304(c)(1), as set forth in the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), only one source is capable of providing the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized and involve continuing development of a major system. Award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The services are currently being competed under FA8730-14-R-0019. This action will extend the existing contract to avoid a critical break in service. Jacobs Technology is the only reliable source that can provide immediate services required for the current critical mission. Jacobs Technology personnel are already familiar with the Air Operations Center (AOC) Weapon System. (WS), it reduces the significant learning curve that would exist for another contractor that would require additional funding and cause an unacceptable delay and critical slip in the overall AOC WS program. The contract will consist of Cost Plus Fixed Fee Level-of -Effort (CPFF LOE), and Cost Reimbursement (CR) line items with a 4 month base period, and four 2 month options. This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than 20 May 2016, 5:00 PM, EST. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
