Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0198. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238350, Finish Carpentry Contractors. Small Business size standard is $15.0 million. The contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to repair the doors, door frames, and replace the skylights at committal shelters 'A', 'B', and 'C' at Fort Logan National Cemetery in accordance with the contract drawings and specifications. The contractor shall complete all work within 60 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: Between $25,000 and $100,000 Location: Fort Logan National Cemetery 4400 W. Kenyon Avenue Denver, CO 80236 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Proposals priced more than $35,000 but less than $150,000 will be required to provide one of the alternative payment protections below within 10 days of contract award: Irrevocable Letter of Credit Payment Bond Tripartite Escrow Agreement Certified or Cashiers Checks, Bank Drafts, U.S. Post Office Money Order This Presolicitation Notice is used for the publication of notice for a proposed commercial acquisition. The electronic solicitation will be available for download from http://www.fbo.gov on or about May 23, 2016. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on June 8, 2016. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
