- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1. The Bureau of Labor Statistics (BLS) intends to add work to the existing single award IDIQ DOL-BLS-15-D-0005, currently held by the Center for Human Resource Research (CHRR), which supports the National Longitudinal Survey (NLS). The NLSY79 Main Cohort respondents are reaching the age of retirement. This represents a significant life change. To better capture this transition and to ensure that the questionnaire remains relevant, the NLS is creating a subcommittee of the Technical Review Advisory Committee (TRC); the TRC is currently part of the existing contract. This subcommittee, the Retirement Working Group (RWG), will be composed of academic and government researchers that study this life stage. It will include specialists in economics, labor, health, sociology, psychology, and finance. The goal of this committee is to review the current questionnaire and propose revisions that align with the age of this cohort. As part of the current contract, CHRR provides support services for the TRC committee and logistical support for in-person meetings (2 per year). These include arranging travel and accommodations for its members, developing and distributing meeting materials, recording meeting minutes, and documenting decisions and outputs of the meeting. The additional work associated with the Retirement Working Group would cover these same roles and responsibilities. Specifically, this work will cover the costs of a day-long in-person RWG meeting at the BLS. It would cover travel and accommodations for the members, development and distribution of meeting materials, documenting the minutes and decisions from the meeting, and providing support for the development of outputs that result from the meeting. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
