- Sources Sought Request Form 2 Sources Sought Request Form 1 SOURCES SOUGHT NOTICE Project Title: Energy: Multi Conservation Measures Basewide Category: Y - Construction of Structures and Facilities 15 - Potential Sources Sought Date Published: May 11, 2016 Contact: Contracting Division, USPFO for Georgia Clay National Guard Center 1000 Halsey Ave, Bldg 447 Marietta, GA 30060-5099 POC: Mr. Charles Langston Synopsis. This is a Sources Sought announcement; a market survey for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, WOSB and SDVOSB businesses are highly encouraged to participate. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government will use responses to this sources sought to make an appropriate acquisition decision. The USPFO for Georgia will be issuing a solicitation and awarding a firm-fixed price contract to "Replace and upgrade exterior HIDs to energy efficient lighting systems electronic ballasted systems, and controls. Location of project. Basewide of the CRTC/165 AW, Georgia Air National Guard, Savannah International Airport, Georgia. Description of Project: Involves Roof Replacement, replacement of standard water heaters with instantaneous water heaters in multiple dormitories and buildings, installation of "smart meter" water and natural gas sub-meters including connections to the base Direct Digital Control (DDC) Energy Management Control System (EMCS), replacement of Heating Ventilating and Air Conditioning (HVAC) equipment with higher efficiency equipment, replacement of standard chillers with high efficiency chillers, installation of interlocks at roll-up doors to control operation of HVAC equipment, replacement of electrical panels and installation electrical circuits, retaining services of an electrical engineer for shop drawing submission of aircraft maintenance hangar high bay lighting, upgrades of both interior and exterior lighting lamps and ballasts with more energy efficient lighting systems and controls. The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor not later than 5:00 pm EST on Friday, 27 May 2016. This notification, which shall not exceed five (5) typed pages, must include the following: (1) Positive statement of intent to bid as a prime contractor; (2) Completed and signed Source Sought Information Request Form; (3) Listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and (4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they will need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
