- 1. Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract extension to Lockheed Martin Corporation for GEOINT Visualization Services (GVS), which will include the sustainment of the program code and system architecture as well as completing development of a 3-dimensional globe to replace Google Earth. The period of performance is six months, with an option for an additional three months. This contract extension will serve as a bridge until the follow-on GVS competitive contract is awarded. The Request For Proposals (RFP) for the competitive follow-on procurement was issued on April 25, 2016 under solicitation number HM0476-15-R-0014. 2. GVS Services are currently being performed by Lockheed Martin under task order HM1572-13-D-N008/N001, and the current period of performance expires on June 30, 2016. The GVS contract extension will acquire: continued sustainment of the GVS software baseline; sustainment and enhancements of Map of the World; completion of a 3-dimensional Map of the World; ingest of new and innovative visualization tools required to complete Google Earth replacement; and enhancement of existing capabilities on Commercial Cloud Services (C2S) and Intelligence Community Information Technology Enterprise (IC ITE) GovCloud. GVS will sustain current capability by completing the design and development and delivering and sustaining a fully functional and operational capability to connect to additional NGA Geospatial Intelligence (GEOINT) data sources, properly mark the data originating from that source utilizing a community standard, and then "post" or send that object to a community cloud for further processing to make the data discoverable. The work will include completion and enhancement of associated interdependent services including Identity Authentication and Authorization (IAA) and Policy Enforcement Point (PEP) services, development and operationalization of Enterprise Data Services to support analytics, and development of cloud data management services. 3. GVS is utilized by all of the intelligence community and military service branches and fosters the sharing of GEOINT across the Intelligence Community. Task Order HM1572-13-D-N008/N001 was competitively awarded to Lockheed Martin for the development and implementation of GVS. GVS is an OSD and ODNI sponsored effort that is the primary initiative for the visualization of geospatial-intelligence services. 4. While other sources may be capable of developing or assuming these capabilities in the future, Lockheed Martin is the only available source capable of providing GVS sustainment to meet this near-term requirement until the competitive follow-on contract is awarded. 5. This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract. The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a). There is a reasonable basis to conclude that the supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements. 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to response to the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
