- This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement ; therefore this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public (especially small businesses) that the U.S. Maritime Administration (MARAD), which is an agency within the U.S. Department of Transportation, intends to acquire construction services for repairs of the U.S. Merchant Marine Academy's Mariner's Chapel, located at 300 Steamboat Road, Kings Point, NY. The procurement will be a Total Small Business Set-Aside. The Invitation for Bid (IFB) and Performance Work Statement (PWS) will be issued on or around June 6, 2016; the bid opening date wil be specified in the IFB. In addition, MARAD will utilize a Firm-Fixed-Price contract for this acquisition. The period of performance will be a 60 day base period with no options. The appropriate NAICS code for this requirement is 236220 with a small business size standard of $36.5 million. The Mariner's Chapel is on the U.S. Merchant Marine Academy campus located at the address mentioned above. Specifically, MARAD intends to use the aforementioned IFB to procure repairs to include but not limited to the following: EXTERIOR: -Main entrance granite staircase and bluestone landings -Remove and replace iron handrails -Replace all steel frame windows (34) -Repair two (2) retaining walls -Remove asphalt walkways INTERIOR: -Repair walls, ceilings, window shelves, trims and moldings -Repair air supplies and return air diffusers -Prep, prime and paint all interior painted surfaces -Replacement of lighbulbs supplied by the Academy Bidders must be registered iwith an "active" profile in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; the SAM website is www.SAM.gov. It is the bidder's responsibility to check www.fbo.gov as often as necessary to view posted changes to this synopsis and/or updates/amendments.
