REFERENCE: WC133W16RQ00468 _NWWR97451600280 WFO Duluth MN The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) plans to issue a Request for Quote to solicit a construction requirement for the repair of the Upper Air Inflation Building (UAIB) at the National Weather Service Office in Duluth, Minnesota. The expected result will be a firm-fixed-price purchase order to be awarded by approximately July 15, 2016.. In accordance with FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The North American Industry Classification System (NAICS) Code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a small business size standard of $15.0 million in average annual receipts. This is a 100% set-aside for Small Business. The purpose of this requirement is to rehabilitate the UAIB to include fabrication, replacement, repair, sandblasting, and painting. Work shall include but not be limited to: removing and replacing windows, conduit, rain gutters and down spouts, metal siding; providing and installing louvered vents; and reattaching electrical services, including conduits, unistruts, raceways, electrical boxes, switches, outlets, lights etc. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a list of Evaluation Factors and will provide instructions for submission of quotes and the basis for award. Prior experience with Government contract work is not required for submitting a quote; however, prior experience with the completion of comparable facility projects of similar size, complexity, and cost range is required. The RFQ is intended to result in the award of a single firm-fixed price (FFP) construction contract. The estimated performance completion date is sixty (60) calendars days after issuance of the Notice to Proceed. Payment bonds or alternative payment protection will be required for the full amount (100%) of the awarded contract before the Notice to Proceed will be issued. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective firm that provides a quote.
