Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure one (1) brand name Applied Photophysics CS/2D Chirascan qCD - CD Spectrometer or equal. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.106. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02CO62579-78 includes all applicable provisions and clauses in effect through FAR FAC 2005-88 (May 16, 2016). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Description of Requirement The CCR plans to procure one (1) brand name Applied Photophysics CS/2D Chirascan qCD - CD Spectrometer or equal. Salient Characteristics: 1) Wavelength range span minimum of 160 nm and a maximum of 950 nm. 2) RMS noise, without smoothing or rolling averages, at least 0.07 mdeg @ 175 nm; 0.03 mdeg @ 180-250nm; 0.04 mdeg @ 500 nm; 0.09 mdeg @ 750 nm. 3) Multi-point calibration across the wavelength range rather than a single-point calibration. 4) Ability to measure circular dichroism, absorbance, fluorescence, anisotropy, and linear dichroism using a single instrument. 5) Acquisition of discrete measurements of circular dichroism at each wavelength and ability to determine the calculated error for each wavelength point in the spectrum. 6) Ability to acquire thermal denaturation curves at multiple wavelengths in one continuous experiment. 7) Control of the nitrogen purge and lamp ignition in the software, including the ability to pre-set the start-up and switch-off of the nitrogen purge and lamp ignition. Also, software controlled automatic switch-off of the lamp when the nitrogen flow drops. 8) Peltier temperature control to modulate the temperature of the sample with an external temperature probe measuring the temperature at the sample itself (not just as the sample in the below sample). 9) Unlimited license to install data analysis software on PCs. Delivery: Contractor(s) shall deliver the item within 45 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. The contractor must notify the NCI Technical Point of Contact to schedule the delivery and installation date and time. Installation: To be carried out by the manufacturer and shall occur within approximately one week of delivery. FAR 52.211-6 Brand Name or Equal (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. The award decision will be based on a Lowest Price Technically Acceptable (LPTA) determination. Award will be made on all or none basis.
