Description
SOURCES SOUGHT NOTICE TO INDUSTRY The Mission Installation Contracting Command, Joint Base Lewis-McChord (MICC JBLM) is issuing this sources sought notice to industry in accordance with Federal Acquistion Regulation (FAR) 5.205(c) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a Signal to Noise Ratio Voter/Comparator for air traffic control airspace management. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334220 Radio transmitting antennas and ground equipment manufacturing. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. In accordance with applicable FAR provisions a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. Not responding to this market research will not preclude participation in any future request for quote, if issued. If your organization has the potential capacity to provide the specified commercial products, please provide the following information: 1) Organization name, address, primary point of contact with name, phone number, and email address, Web site address, and size and type of ownership for the organization; 2) Company DUNS number and CAGE code; 3) Demonstrate the abilitiy to perform the requirement. This statement should specifically describe the firm's ability to provide adequate resources to perform the requirement. The government will evaluate market information to ascertain potential market capacity to 1) provide the commercial products consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 13 June 2016 1300 EST. PRODUCT DESCRIPTION Signal-to-Noise Ratio (SNR) Voter/Comparator shall continuously monitor remote sites and votes receivers with the best signal quality based on a frequency analysis of the incoming audio. Frequency selection will be automatically logged and the system must include reporting capabilities to determine what frequency voting choices were made with data to support why the voter/comparator made that choice. The voter/comparator must be able to provide up to 8 channels of audio. The audio of the voted receiver must route to a console. Include capabilities for expansion using a sub-comparator channel as a means to create additional SNR vote groups with more than eight members. The SNR Voter/Comparator must be software-configurable to enable end users to modify SNR Voting Options. The Voter/Comparator must have IP-based connectivity, enabling users to access the logs and adjust voting parameters remotely. The Voter/Comparator must provide a complete interoperability solution for existing air traffic control networks. The Voter/ Comparator system software must include the following features/capabilities: • Adjust the minimum time allowed between votes • Adjust the number of dBs required to out-vote another channel • Transmission type: simulcast or transmitter steering • Force simulcast transmission on a function tone from the console • Manually remove a receiver from voting (via software) • Remove a receiver from voting based on COR signal • Force simulcast transmission due to receiver inactivity • Start voting when status tone drops or when audio trigger activates • Assert Press to Talk (PTT) on the voted channel
