Description
Draft RFP for SSP The US Army Contracting Command - APG- Research Triangle Park Division proposes to award a five-year Cost Plus Fixed Fee/Indefinite Delivery/Indefinite Quantity type contract to obtain non-personal, intermittent, short-term scientific, technical and analytical support services for the solution of problems related to research and development funded by various Government commands and/or agencies. The program is referred to as the Scientific Services Program (SSP) under which Short-Term Analysis Services Program (STAS) are provided. This program is designed for the resolution of problems when the objectives are anticipated to be achieved in a short period of time (usually within 18 months). The problems associated with each task shall be of a scientific and technical nature. Tasks may include analysis panels and workshops where the successful completion of these tasks are focused on solving specific problems involving research, development, or on-going scientific actions requiring studies, analyses, evaluations, assessments and interpretations. The completion of these tasks may include some administrative support which is integral to the completion of scientific and technical analysis. The different areas of performance include: Chemical Sciences, Life Sciences, Materials Science, Physics, Medical and Health Sciences, Electronics, Computing Sciences, Environmental Sciences, Mathematics, Engineering Sciences, Modeling and Simulation, Network Sciences, Psychology and Social Sciences. The contract will require the contractor to provide the requested scientific, technical and analytical support services as the need arises. The contractor must possess the capability (technical, facilities, and management) to provide at least 35% of the requested services from its own staff. The contractor must have the capability to subcontract for the services when the conditions dictate. Depending on individual Performance Work Statements (PWS), these subcontracts may be awarded to individuals, industrial organizations (small and large businesses), universities, and nonprofit organizations. The contractor will be held responsible for the management of the entire program, including the management of all subcontractors, associated contract requirements and program accomplishments. An Industry Day will be held on June 1, 2016 from 9:00am 12:00 noon at the Army Research Office. (800 Park Office Drive, Suite 4229). There will be an opportunity for individual meetings with the Program Manager and Contracting Officer on the afternoon of June 1, 2016 or on June 2, 2016.
