Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Office of Noncommunicable Diseases, Injury and Environmental Health (ONDIEH), intends to negotiate a sole source firm fixed price contract in accordance with FAR Part 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, to IMS Government Solutions, Willow Oaks Corporate Dr, Fairfax, VA 22031, for the project entitled "Access to Outpatient Prescription and Patient Level Drug Utilization Data Technical Assistance Support." The purpose of this procurement is to obtain monthly retail prescription information at the national, state, Metropolitan Statistical Area (MSA) and county-level on prescription drugs associated with high levels of misuse, morbidity, and mortality, specifically opioid analgesics and benzodiazepines. Other tasks will comprise of trainings and administrative support. Taken together, subscriptions to vendor's online data portal and customized data extracts will enable the Division of Unintentional Injury Prevention (DUIP) to assess the effects of CDC's Opioid Prescribing Guidelines by allowing us to track and monitor in near-real time (a) national, state and regional trends of the number, type and geographic location of opioids and benzodiazepine that are prescribed by retail pharmacies; (b) the profiles of prescribers; and (c) the demography of people receiving said prescriptions. The acquisition will build upon 2015 through 2019 prescribing data. A sole source acquisition is justified because IMS Government Solutions is currently the only company that collects prescription opioid sales data at the county level across the United States with projections and drug classifications that match DUIP's analytical tools. Although, technically speaking, other alternative sources of prescription drug sales data across the US were considered; however, none of the other sources' databases had the quality, time-span, and depth of the IMS Xponent database. In addition, DUIP's data systems, including its past data acquisition of prescribing data from the Contractor are aligned with these projections, maintaining algebraic consistency with the methods that determine projections at the county level. The anticipated period of performance is August 29, 2016 through August 28, 2019. CDC intends to negotiate this requirement with IMS Government Solutions, under the authority of FAR 13.106-1(b) (2), Only One Responsible Source, and 41 U.S.C. 253(c) (1). IMS Government Solutions, is the only source available to provide these services and meet the Agency's critical requirement. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by June 3, 2016, at 4 PM, Eastern Standard Time (EST).
