- Modification #1: As the original deadline for proposals, May 29, 2016, is a Sunday, USTDA and the Grantee are extending the deadline to the following business day, Monday, May 30, 2016 at 4:00 PM local time. USTDA is making this information available for the benefit of all prospective bidders. The deadline for the submission of proposals for this RFP is changed to 4:00 PM Local Time Monday, May 30, 2016. Added: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][added_on]" value="2016-05-17 14:33:26">May 17, 2016 2:33 pm Modified: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][modified_on]" value="2016-05-17 16:08:08">May 17, 2016 4:08 pm Track Changes Modification #2: USTDA has received inquiries asking what funding alternatives exist in case the Grantee's level of expectations for the level of detail in design exceeds the level of conceptual design available through grant funding. In response, USTDA funding for this technical assistance is a fixed-price grant. As per the RFP, Section 2.5, the total amount of the grant is not to exceed $692,000. Regarding level of detail, the tasks to be completed under the grant are detailed in the Terms of Reference. USTDA has received inquiries asking for confirmation that no per diem charge or any other charges for Task 2: Conduct Workshop shall be paid to the participants by the Contractor. In response, this is confirmed, as the Terms of Reference does not specify that per diem is to be paid to the participants by the Contractor; as such, per diem is not to be paid to the workshop participants. USTDA has received inquiries asking if CPRI would pay for additional study tours/trips beyond the one listed in the Terms of Reference. In response, the tasks to be completed under this Grant Agreement are detailed in the Terms of Reference. As the Terms of Reference only includes one study tour/trip, only one study tour shall be funded under this Grant Agreement. USTDA has received inquiries requesting elaboration on the cost components of CPRI travel such as air tickets, visa charges, lodging, per diem, and local transportation to be considered by the Contractor for travel. In response, the Contractor is responsible for international and domestic (U.S.) air tickets, visa charges, lodging, meals, and local transportation of the Grantee personnel participating in the study tour. As per the RFP, Annex 4. Grant Agreement, Terms of Reference Task 4. Plan, Organize, and Conduct Study Tour, the Contractor shall only cover the costs of up to five (5) Grantee personnel. USTDA has received inquiries as to whether all air travel will be in economy class with shared accommodation. In response, the following guidelines apply: Business class tickets, international and domestic, may be issued only to delegates of ministerial rank or higher. Economy class tickets will be issued to all non-ministerial delegates. As per the RFP, Annex 4, Grant Agreement, 10. Use of U.S. Carriers, transportation by air of persons or property funded under this Grant Agreement shall be on U.S. flag carriers in accordance with the Fly America Act, to the extent service by such carriers is available, as provided under applicable U.S. Government regulations. USTDA has received inquiries asking if the Contractor for this RFP would be precluded from any follow-on work. The Grantee has provided the following response: CPRI likes to clarify that the successful bidder (including all firms & agencies which are part of the consortium) of the USTDA Technical Assistance would not be able to participate in the Smart Grid Test bed/lab implementation project, which is proposed to take place at CPRI, as a fallout of the technical assistance. However they are free to participate in any other Tenders on Smart Grid activities happening in India including at CPRI. USTDA has received inquiries asking about the Project and Payment Milestones. In response, after Contractor selection and approval of the Grantee's selected Contractor by USTDA, the Contractor and Grantee shall negotiate the Project and Payment Milestones. USTDA is making this information available for the benefit of all prospective bidders. The deadline for the submission of proposals for this RFP remains 4:00 PM Local Time Monday, May 30, 2016.
