- Attachment A - Data Elements Request for Information (RFI) The Social Security Administration (SSA) is seeking capability statements on a potential requirement to establish information exchanges with payroll data providers to provide wage and employer data to SSA. SSA anticipates sending an electronic file containing approximately 13 million individual records to providers each month. Providers will match records from the SSA file to the providers' records, and then respond back to SSA with the required data elements, where available (See Attachment A for potential data elements, which are preliminary and subject to change). Interested parties with capability and experience providing similar services should submit the following: 1. General information: Include your company name, address, point of contact name, email address, and phone number, Dun & Bradstreet (DUNS) Number, business size, and GSA Schedule contract number(s), if applicable. a. DUNS number b. Company Name c. Company Address d. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) for the above referenced NAICS code e. Company point of contact, title, phone and email address f. Current GSA contract(s) 2. Capabilities: In ten or fewer pages (the list of employer names is excluded from the ten-page limit), provide an explanation of your company's capability and experience in providing payroll data exchange services. Include details of how you provided similar services to Federal Government clients or clients of similar scale (include contract number, date of award, dollar value, contract type, period of performance, and explanation of how capabilities and experience relates to the potential requirements stipulated within this notice), if available. Please include the following information in your response: • Your experience providing payroll data information to customers via an automated data exchange (including, if available, the frequency of the data exchange, size of the files in terms of number of records, process(es) used to electronically exchange data, and the data elements you provided); • The names and quantity of employers who currently report wages to your company (the list of employer names is excluded from the ten-page limit); • Length of time it may take to provide a response once you receive a request from the Agency; • Brief information concerning your start up tasks/timelines; • When, how, and in what form will we get reports on errors and how they will be handled or followed up on; • Briefly explain the providers' capabilities in regard to security and safeguarding the privacy of the data; • Descriptions of any expected future agreements with additional employers (include expected dates of contract agreement with company); • Explanation of any existing agreements with employers which will end within the next 12 months; • Approximate total number of employees whose wages are reported to your company and available for data exchange; • Description of the number and qualifications of your company's employees with experience working on contracts for services of a similar nature to those described herein; • Requirements for disclosing information to clients (e.g. require disclosure authorization for individual's to release information) • Please respond to the following questions as they relate to the wage data that your company can provide: o How recent/current is the wage data? o How frequently is the wage data updated? o How long do you store the wage data? o From where does the wage data originate (directly from employers, from other payroll data providers, or from some other source)? o Who extracts and compiles the wage data? o What is your process for ensuring accuracy of the wage data? o How do you handle updates/corrections to previously reported wage reports? o How do you address multiple wage reports? o How do you handle unmatched records for wage data? • Proposed need for subcontractor or team arrangements, if any. Please limit the total page count of your response to no more than ten pages. Interested parties that can offer services should submit detailed information demonstrating their capability to meet our needs (specifically addressing the elements above), to Adrianna Shaney at adrianna.shaney@ssa.gov no later than 5:00 PM, Eastern Daylight Time on May 24, 2016. This notice is a Request for Information and, as such, is for informational and planning purposes only. This is not a solicitation announcement for quotes or proposals and the Government will not award a contract from this announcement. The agency will not reimburse contractors for any costs associated with providing information in response to this announcement or any follow-up information requests. No proprietary, confidential, sensitive information should be included in your response. SSA reserves the right to use any non-proprietary information in any resultant solicitation. The agency will not accept any telephone calls or requests for a bid package or solicitation at this time. At this time, no solicitation exists. In order to protect the integrity of any future procurement that may arise from this announcement, SSA will not provide information regarding technical points of contact. The Government will use responses to this notice to make appropriate acquisition decisions. SSA will not formally answer questions received in response to this industry notification/request for information.
