Description
The FAA is seeking competent and qualified electrical contractors to perform the construction of an equipment shelter and associated power and communications infrastructure for Runway Status Lights (RWSL) on Runways 10C-28C and 10R-28L at O ™Hare International Airport in Chicago, Illinois. Work will include, but not be limited to the following: 1. Site grading to establish design elevation and provide drainage away from equipment shelter. 2. Construction of Runway 10C-28C and 10R-28L RWSL equipment shelter including concrete foundation. 3. Modification of existing FOTS cable duct bank to reroute FOTS cable to new shelter ™s FOTS junction box from nearby handhole. Test FOTS cable before removal from existing duct bank and after duct bank modification and re-installation of existing FOTS cable in shelter junction box. Connections to existing FOTS from the ATCT via existing duct banks. 4. Installation of electric equipment in the RWSL shelter. 5. Construction of blast fence around North and West sides of shelter. 6. Installation of transformer and sectionalizer pads and duct bank for CECO equipment and cables. 7. Installation of lightning protection and grounding equipment on RWSL shelter. 8. Construction of paved access road and maintenance/parking area at shelter. 9. Topsoiling, fine grading and seeding per specifications. 10. Miscellaneous civil, mechanical and electrical work. The contractor will be required to provide all labor, materials, supplies, and equipment (except Government furnished) to perform this work in accordance with the statement of work and with all local, state, and federal laws. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). Work will be done on an operational airport and the contractor shall comply with all procedures, rules and regulations of the airport and facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. All work shall be in accordance with the plans and specifications. 1. This project will be competed using full and open competition. 2. The North American Industry Classification System (NAICS) is 238210, Electrical Contractors and Other Wiring Installation Contractors 3. The project magnitude is between $500,000 and $1,000,000. 4. A mandatory site visit will be required. The date, time, location, and point of contact will be provided with the solicitation package. 5. The contractor receiving award is expected to perform at least 25% of the work utilizing their own employees. 6. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a. Using the Past Experience/ History form (Attachment #1), provide a listing of at least 3 past or current runway and/or navigational aid facility contracts/projects at O ™Hare International Airport OR Chicago Midway Airport your firm performed for construction efforts, in the same size ($500,000 and $1,000,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, or private). You must provide the contract number or project identifier, which includes a point of contact and phone number. b. Complete and return the Business Declaration form (Attachment #2). c. Complete and return the Security Notice to Prospective Offerors (Attachment #3). The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
