Description
REQUEST FOR INFORMATION NAVAL MEDICAL LOGISTICS COMMAND (NMLC) NOTE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this potential requirement. 1. Description. 1.1 Naval Medical Logistics Command (NMLC) seeks a detailed approach with the end result of an information technology (IT) architecture blueprint for a robust and fully-functional suite of web-enabled data management tools (DMATs). These tools will enable effective and efficient data entry, processing, standard report generation, ad hoc reporting, caseload and workload tracking, and analytics. 2. Background. 2.1 NMLC currently has a set of six web-based tools. Those tools provide a unified platform that provides collaboration and performance data for management decision-making. Those tools facilitate oversight and management of acquisition, provision, and delivery of medical equipment, supplies, and services for Navy medicine worldwide. The high-level functional descriptions of the six web-based tools listed here will provide a summary of the current state and context for scoping future capabilities. 2.1.1. Allowance Change Request (ACR): Facilitates oversight of Authorized Medial Allowance List (AMAL)/Authorized Dental Allowance List (ADAL) equipment assemblages, change requests, and related information. 2.1.2. Acquisition Data System (ADS): Facilitates oversight and management of all requirements for equipment, research and services, and the DoD drug testing procurement contracts. 2.1.3. Assemblage Management Program (AMP): Facilitates oversight of AMAL/ADAL equipment assemblage reviews and tracks decisions made for adding, deleting, and changing national stock numbers (NSNs). 2.1.4. Fleet Procurement Program (FPP): Facilitates oversight of review of initial customer requests to order medical equipment for the fleet. 2.1.5. Navy Assemblage Information Logistics System (NAILS): Facilitates oversight of all naval operations force stakeholders with the capability to view all approved AMALs and ADALs. 2.1.6. Vaccine Information and Logistics Solutions (VIALS): Facilitates oversight of allocation, dosage requests, and shipping status of vaccines to Navy hospital, fleet, and Navy and Marine Corps Reserve customers. 3. Objective and Scope. The overarching objective and scope of this potential procurement is the development of a customized IT architecture and the design and implementation of a fully-functional system of web-enabled tools to automate and integrate NMLC business processes and to improve efficiency of operations. The three expected objectives of this potential procurement are stated in paragraphs 3.1-3.3 below. 3.1 Perform a thorough study of NMLC's business processes, engaging with NMLC functional managers and directors, to assess the current integrated suite of web-enabled data management tools (DMATs) and future capabilities and functionality. 3.2 Produce an information technology (IT) architecture blueprint for a robust suite of web-enabled data management tools (DMATs). 3.3 Design and develop DMATs based on user/functional manager needs, cost, and required integration with existing applications, systems, and platforms. The contractor shall design an IT architecture that is sufficiently flexible to accommodate the need for future modifications and enhancements and shall outline how these processes will interact and what technologies they will employ. 4. Requested Information. All interested parties shall provide: 4.1 An estimated timeline with milestones to complete the objectives outlined in paragraph 3. 4.2 Estimated staffing and positions to complete the objectives outlined in paragraph 3. 4.3 Pricing for base year and four one-year option periods (if needed). Pricing for the total five year period (if needed). 4.4 A brief description of experience that demonstrates interested parties' capability to perform the scope of work as outlined in paragraph 3. 5. Responses. 5.1 Interested parties are requested to respond to this RFI in writing. 5.2 Responses are due no later than 10 March 2016, 2:00PM ET Local Time. There are no page limitations. Submissions are preferred in Microsoft Word or Adobe.pdf format to ensure NMLC can review the submissions. Responses shall be submitted in two parts via e-mail only. Send response to erik.j.przygocki.civ@mail.mil. 5.3. Part 1 of the written response shall provide administrative information, and shall include the following at a minimum: 5.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact of the interested party. 5.3.2. Recommended contracting strategy. 5.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services. "Small business concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $27.5 million dollars in annual receipts. 5.4 Part 2 of the written response shall address the objective and scope as well as requested information of this RFI as outlined in paragraphs 3.0 and 4.0 above. 6. Industry Discussions NMLC representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 7. Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, erik.j.przygocki.civ@mail.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers in the form of an amendment to the RFI on Federal Business Opportunities (FedBizOpps) website. The Government does not guarantee that questions received after 01 March 2016 will be answered. 8. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a blueprint for IT architecture and a fully-functional system of web-enabled tools as outlined herein. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. AMENDMENT 01- This amendment answers questions in response to the RFI posted 07 March 2016. A file attachment for amendment 01 responds to all questions received. AMENDMENT 02 - The purpose of this amendment is to provide further information to the questions received from vendors and to extend the due date of responses to 21 March 2016. All responses that provide additional information have been highlighted. AMENDMENT 03 - The purpose of this amendment is to provide a draft Performance Work Statement for Architecture blue print and web-enabled data management tools and an outline of an application map as it currently exists. NMLC plans to meet with a few potential offerors to conduct further market research and due diligence under FAR 15.201(f) for this potential, future procurement.
