Description
The Strategic Systems Program (SSP) intends to award a sole source Cost Plus Fixed Fee (CPFF) contract to Lockheed Martin Space Systems Company (LMSSC). This contract will expand on technical trade studies, delivered under contract N00030-14-C-0055, which evaluated technology options, concepts and flight test plans for potential Intermediate Range Conventional Prompt Global Strike (IR CPGS) weapons focused on Launcher, Missile Body, and Glide Body technology areas for intermediate range approaches. The Contractor will define, refine and evaluate technology options, and compare the performance and technology cost considerations. Contract award is anticipated for the first quarter of fiscal year 2017. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Under contract N00030-14-C-0055, LMSSC developed and evaluated technology options and concepts with application to a broad range of potential IR CPGS architectures. IR CPGS architectural and flight test concepts; missile, launcher and platform interfaces; and the risks, challenges and opportunities of concepts provided were developed solely by LMSSC. LMSSC is the only known contractor with the technical expertise, special skills, facilities, training aids and historical documentation required to expand the results of the N00030-14-C-0055 contract. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. Subcontracting opportunities are not expected but can be confirmed by visiting the LMSSC website at: http://www.lockheedmartin.com/us/ssc. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
