SOURCES SOUGHT ANNOUNCEMENT - M00264-16-SSA-0329 The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for the National Museum of the Marine Corps CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region (MCINCR) Regional Contracting Office (RCO) 2010 Henderson Road Quantico, VA 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. The National Museum of the Marine Corps intends to complete the existing Marine Corps story beyond the Vietnam Gallery in a project titled The Final Phase. This project entails the fabrication of new galleries that will extend the Marine Corps storyline line from 1976 to present day and add/or update other related themed exhibit spaces. The galleries will likewise depend on highly sophisticated and integrated media, artifacts, scenic developments, and other devices - from the floor to the ceiling that require theatrical and museum lighting fixtures and related components. The scope of the current effort is to provide approximately 1000 lighting fixtures, lighting track, and various filters, and all the required components as noted within the design drawings for the following areas of the Final Phase project: children's activity area, Hall of Valor, and art gallery. There is neither installation nor labor associated with this requirement. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Provide Brief description of the current program/effort.: The scope of this requirement is to provide the procurement and shipping of all lighting fixtures and lighting track denoted on the design drawings. Any housings, trims, accessories, and options available to the fixture will be provided. All materials needed to make a complete working system will be provided with the exception of the wire and conduit necessary to run power to the fixture. There is no installation labor associated with this requirement for the National Museum of the Marine Corps. List Anticipated Time Frame if you know it. The anticipated period of performance for this new effort will be a one-time purchase to allow for the delivery of the lighting track no later than 24 October 2016 and the light fixture no later than 1 April 2017. List Place of Performance. Work shall be conducted at the Contractor's site and fixtures shipped to the National Museum of the Marine Corps (NMMC) located at 18900 Jefferson Davis Highway, Triangle, Virginia 22172. The Museum is located within Prince William County and subject to concurrent jurisdiction with Marine Corps Base Quantico. The NMMC is open to the general public from 09:00 AM until 5:00 PM, 364-days per year, every day except December 25. REQUIRED CAPABILITIES: The government requires multiple number of ten (10) varying types of LED lighting fixtures to include the following variables, such as, DMX controls, accessory kits; no LED flicker; lumen output range from 400-5000 per designated lighting fixture(s); dimming module controls; track and standalone mounted; no prismatic shadowing; warm neutral and cool white channels; red, blue, green, and white independent color channels; must be focusable with the ability to tilt and swivel; and total power consumption shall not exceed 15-50 watts s per lighting fixture. Requirements for this project are as follows: 1) Fixture Pre-Production: Ability to read and understand the submitted drawing to design and provide the ten (10) different types of lighting fixtures required. 2) Fixture Production: Ability to assemble, fabricate and complete LED lighting fixtures per drawing specifications provided by the National Museum of the Marine Corps (NMMC). 3) Fixture Delivery: Provide delivery of light fixtures to the NMMC located at 18900 Jefferson Davis Highway, Triangle, Virginia 22172. SPECIAL REQUIREMENTS A warranty that covers all defects from the manufacturing process for a period of three years is required. All miscellaneous costs, including shipping, will be included within this warranty. SOURCES SOUGHT: The NAICS code selected is 712110 (Museum). This industry comprises of establishments primarily engaged in the preservation and creation of exhibitions for objects of historical, cultural, and/or educational value. The selection of this code is pertinent to allow for the production of lighting fixtures and its components for the Final Phase exhibits in the National Museum of the Marine Corps. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all sources that can provide the required services under this NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
