The Naval Sea Systems Command (NAVSEA) intends to issue a Basic Ordering Agreement (BOA) for a period of up to three (3) years to Huntington Ingalls Industries, Ingalls Shipbuilding Division, Pascagoula, MS for analysis, engineering, and program support for Amphibious Ships. The scope will require detailed knowledge of and familiarization with the design, construction and modernization of Amphibious Ships to include LHD-1 Class, LHA-6 Class, LSD-41 Class, LSD-49 Class, and LPD-17 Class ships. This includes a thorough understanding of specialized and critical technical details associated with design, construction and modernization including ship design specifications and technical requirements for maintenance and modernization. Pre-existing contractual relationships with equipment vendors that enable reach-back in support of availability material support will be required. Planning and support services requirements will include planning, modernization installation duration analysis, engineering, on-site engineering liaison, design, craft assistance, scheduling, participation in planning conferences and design reviews, the ordering and processing of required material in support of the availabilities and material kitting in support of CNO Availabilities. Huntington Ingalls Industries, as the construction yard for LHD, LHA, LSD and LPD class Amphibious Ships, is the only source with the required knowledge and expertise that consists of the ships' delivered configuration, unique design attributes, construction techniques, and operating characteristics to competently perform the engineering, planning and support required. The Orders issued under the Basic Ordering Agreement will consist of 12 month periods of performance, and will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Companies interested in subcontracting opportunities should contact Ingalls directly. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement/expression of interest, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information.
