- Justification for Other than Full and Open Competition-PR0004553 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Agilent Technologies, Inc., 2850 Centerville Road, Wilmington, DE, 19808-1610 for the purpose of procuring two (2) PlateLoc Thermal Microplate Sealers, two (2) 96 Well PCR Plate Supports, two (2) Peelable Aluminum Seals and two (2) Clear Permanent Seals. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. The TEDAC Biometric Analysis Unit (BAU) requires (2) PlateLoc Thermal Microplate Sealers, two (2) 96 Well PCR Plate Supports, two (2) Peelable Aluminum Seals and two (2) Clear Permanent Seals. The Agilent PlateLoc Thermal Microplate Sealer has been previously validated and implemented by the DNA Casework Unit (DCU) and the Federal DNA Database Unit (FDDU) of the Biometric Analysis Section (BAS) of the FBI Laboratory. In order to maintain compatibility across the FBI, an identical set is required. Both the BAU and DCU are adhering to the same DNA quality assurance procedures and support from the DNA Support Unit (DSU). Maintaining the same equipment as the other DNA units is necessary in order for the DSU to continue to support the BAU. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Agilent Technologies, Inc. Agilent Technologies, Inc. is the sole manufacturer and distributor of the PlateLoc Thermal Microplate Sealers, 96 Well PCR Plate Supports, Peelable Aluminum Seals and Clear Permanent Seals. Agilent Technologies, Inc. also follows the DCU established specific validation protocols and procedures. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
