- Sources Sought Figure 1 This is a Sources Sought Notice and is for informational purposes only. The U.S. Army Corps of Engineers, Baltimore District requests capability statements from all qualified and interested parties from Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HubZone) Firms, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Women Owned Small Businesses (WOSB),. The U.S. Army Corps of Engineers, Baltimore District has been tasked to solicit and award a firm-fixed-price construction contract to begin construction on the lateral expansion of Poplar Island, Maryland. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction : with a size standard of $36,500,000.00 and a magnitude of construction between $25,000,000.00 and $100,000,000.00. NO SOLICITATION IS CURRENTLY AVAILABLE. The Government intends to solicit an Invitation for Bids for a Design-Bid-Build Construction Contract to begin construction on the lateral expansion of Poplar Island. Poplar Island is located in the Chesapeake Bay between Jefferson and Coaches Islands, and is approximately 20 minutes (by boat) northwest of Tilghman Island. All expansion construction work will take place in open water off the north end of existing Poplar Island (see shaded areas of the attached Figure 1). Lateral Contract 1 work consists of foundation preparation, dike construction, and dredging and the contract is expected to be split into base and options as designated in Figure 1. Unsuitable foundation material will be excavated by either hydraulic or mechanical dredging methods, and the areas will be backfilled via direct pipeline of material dredged from the northern access channel and turning basin or with previously stockpiled materials. Dike construction of wetland cell 7 will be accomplished by hydraulic or mechanical placement using material from designated stockpile or borrow areas and includes placement of armor stone to be procured from off-site sources. Dredging of the access channel and turning basin will be accomplished by either hydraulic or mechanical methods. Suitable dredged materials will be stockpiled or used for foundation backfill and unsuitable materials will be placed in Cell 2. Optional work items include additional areas of unsuitable foundation removal and backfill and dredging of borrow sand for stockpile. Construction duration will be approximately 400 calendar days. Prior experience with construction of ranges of similar scope will be required. Prior Government contract work is not required for submitting a response under this sources sought notice. Offeror's response to this notice shall be limited to 10 pages and shall include the following information: 1) Firm's name, address, point of contact, phone number, and e-mail address; 2) Firm's interest in submitting a bid in response to the solicitation when it is issued; 3) Provide example of at least one project similar to the scope described above that was greater than $20 million in magnitude. Include the point of contact information for examples provided, as past performance on indicated projects may be verified 4) Firm's type of business (SB, SDVOSB etc.); 5) A letter from your bonding company stating the firm's single project and aggregate project bonding capability. Interested prime bidders shall respond to the Sources Sought Synopsis no later than 26 May 2015 at 2:00 PM (EST). All interested contractors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts.
