- The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award a firm fixed-price contract on a sole source basis to Qiagen Inc. in accordance with 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. EPA's National Health and Environmental Effects Research Laboratory (NHEERL) requires a renewal of the Ingenuity Pathway Analysis (IPA) software. IPA software is currently used to support research in CSS (Chemical Safety for Sustainability) and ACE (Air Climate and Energy) national research programs. This software provides a critical bioinformatics analysis tool to researchers in NHEERL. The software allows researchers to view their data in terms of networks of pathways in an "interatomic fashion". The software provides a broad set of features that analyze and facilitates interpretation of transcriptomic, proteomic, metabolomics (and other data sources) to generate in ¿depth toxicological analysis to support protection of human health and the environment. NHEERL researchers have used this analysis package since 2004 and have generated volumes of legacy data. As such, a renewal of the software is required for continuity of data analyses for the comparison of newly generated contemporary data in the research project. Procurement of this software from Qiagen Inc. will enable comparative analyses over the entire research project. Additionally there are no other pathway analysis packages on the market today that contains the depth of annotated pathways as provided by IPA Software. Qiagen Inc. is the sole developer, provider and source of the IPA software. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 10 days after publication of this notice (27 May 2016) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
