Description
ADSR RFI NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources and is for information and planning purposes only. This RFI does not constitute a solicitation for proposals or any obligation on behalf of the Government. Vendors that do not respond to this RFI can and will be allowed to respond to the future AD switch Request for Proposal. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the Government. Any information provided in response to this RFI will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure. All personnel reviewing the RFI have been briefed regarding Non-disclosure and Organization Conflict of Interest (OCI) issues. This information is for Market Research purposes and should not include contractor methodologies, technical approaches, or any other information that may be considered trade secret or information that is only used at contract proposal. RFI will not be posted but possible future RFIs may be issued if the Government has more questions that stem from this RFI. Purpose: The purpose of this RFI is in support of market research being conducted by the United States Air Force (USAF) to determine if responsible sources exist to design, develop, and manufacture replacement Arm-Disarm (A-D) Switches for the Minuteman III ICBM weapon system and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The government believes this effort will fall under one of the North American Industry Classification System (NAICS) Codes: 336419: Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing (Size standard 1,000 employees) or 336415: Guided Missile and Space Vehicle Propulsion Unit and Propulsion Unit Parts Manufacturing (Size standard 1,250 employees). Please recommend which of these assumptions you believe are appropriate and provide justification in your response. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code(s). Additionally, please provide any anticipated teaming arrangements, along with a description of similar manufacturing services offered to the Government and to commercial customers for the past five years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner(s) and any potential organizational conflicts of interest.
