Description
Justification and Approval for: Other than Full and Open Competition The VA Manchester Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302?1 ?? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with Brasco or its authorized dealers for the purchase of a Chemical Feed System. DEPARTMENT OF VETERANS AFFAIRS STATEMENT OF OBJECTIVES VACT BOILER PLANTS CHEMICAL STORAGE AND FEED SYSTEM FOR WEST HAVEN AND NEWINGTON VACT BOILER PLANTS Introduction: VACT has a requirement for a chemical storage and feed system for West Haven, and an upgrade to the chemical storage and feed system in Newington Background: Per the VA Directive - 2008-062 No chemical treatment system are to be manual, at this point in time the West Haven boiler plant does not meet this Directive. There is a high safety risk with the current way chemicals are fed into boiler system. Current manual system the 500 to 700 pound, 55 gallon drums is placed in horizontal racks, for entry in to the boiler system. Operators wear the proper PPE clothing while mixing the chemicals. However the risk of spillage and injury is high due to operator's carrying the mixed chemicals from the holding drums to the day tank. Scope: West Haven; The Contractor shall design and install a Chemical Feed System to consist of not less than 5 chemical storage tanks and containments. Each tank shall have ultrasonic level sensor, each chemical will be fed in to a stainless steel manifold to each of the 3 boilers and DA tank. User touch screen programmable logic controller is required, this will control opening valves and start pumps to add specified amounts of chemical. Each chemical will be fed with soft water and the system will be flushed with the soft water to the day tank. The PLC will show the system valves positions, day tank levels, chemical tank levels, pumps status, and alarms. The Contractor may propose another method if, in the Contractor's opinion, a better automatic system can meet the requirement. Newington; To install new updates to existing system. The current system was created by VAMC employees. The existing system is manual, and will need to be updated to become an automatic system. The Contractor shall propose an upgrade that will bring the current manual system to become automatic. The contractor shall provide all manuals, software and training on both systems Figure 1 Figure 2 Figure 3 This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 05/24/2016 at 2:00 p.m. Responses should be sent to Mary.Bosch@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
