- RFQ N62789-16-T-0007 RFQ Completion Instructions The Supervisor of Shipbuilding Conversion & Repair, Contracting Department, Groton, CT requests quotes from qualified sources capable of providing maintenance and repair services for Seawater Diesel Sump Pump onboard USS New Mexico, home-ported at Naval Submarine Base New London, Groton CT in accordance with the Statement of Work (SOW) included in the Request for Quotes (RFQ). This is a Combined Synopsis-Solicitation for commercial items prepared in accordance with the information included in FAR Part 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures) as supplemented with the additional information included in this notice. This Combined Synopsis-Solicitation shall be posted in FEDBIZOPPS. The RFQ number is N62789-16-T-0007. The applicable NAICS code is 336611 - Ship Building and Repairing (Small Business standard 1,250 Employees). This is a Full and Open competitive action. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail ONLY. This RFQ incorporates provisions and clauses in effect through FAR, DFARS, and Naval Sea Systems Command. It is the vendor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://acquisition.gov and http://www.acq.osd.mil/dpap/dars/dfars/index.htm. Lack of registration in the System for Award Management database (www.sam.gov) will make a vendor ineligible for award. This effort shall be conducted by appropriately trained and experienced personnel. Personnel shall have a minimum of 5 years experience in successfully providing preventive maintenance and repair services onboard Virginia Class submarines, specifically working on Caterpillar diesel engines. Security Clearance: Each vendor employee that will be working onboard USS New Mexico shall have final approved security clearances. Citizenship: Maintenance and repair services shall take place on military installations. No foreign national may be assigned to this project. Vendor employees that will be accessing Naval Submarine Base, Groton Connecticut during the period of performance must be a United States citizen. Along with information and supported documentation required in the RFQ, participating vendors shall provide past performance records and references of previous contracts. Ensure the following is addressed in your response: (a) Pertinent maintenance and repair experience and the scope of these previous services; (b) the dollar range of related contracts.
