- AMENDENDED PRE-SOLICITATION FOR FA8118-16-R-0048, PR: FD20301502192, The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating to procure REMANUFACTURE OF THE F-16 PRESSURE TRANSMITTER, NSN: 6685-01-224-7778TP. The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture. The work encompasses the disassembly, cleaning, inspection, maintenance re-assembly, testing, and finishing actions required to return the item to a like-new condition in accordance with the solicitation requirements and all attachments. A Firm Fixed Price (FFP), Indefinite Delivery Requirements type contract is contemplated with a basic period of 1-year and four, 1-year Option periods. The request shall be on company letterhead and include the applicable solicitation number and the specific data needed (e.g. TO number, drawing number). Set-Aside: N/A Qualification Requirements: N/A Qualified Sources: HAMILTON SUNDSTRAND (CAGE 73030); HAMILTON SUNDSTRAND (CAGE 1VJX1) The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, HAMILTON SUNDSTRAND (CAGE 73030);, under authority of FAR 6.302-1(a)(2)(ii). IAW FAR 5.207(c)(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. In accordance with FAR 22.10003-6(a)(1), this remanufacture shall be deemed to be manufacturing. As such, this will be considered as a "supply" type acquisition. UID: If unit price of item (not remanufacture cost) exceeds $5,000, then UID requirements will apply. Electronic procedures will be used for this solicitation. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
