This is a Sources Sought announcement; a market survey for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, WOSB and SDVOSB businesses are highly encouraged to participate. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government will use responses to this sources sought to make an appropriate acquisition decision. The USPFO for Georgia will be issuing a solicitation and awarding a firm-fixed price contract to "Design and Re-Build a Fuel Cell Hanger Roof, B1923". Location of project. 165th Airlift Wing, Savannah/Hilton Head IAP, Georgia. Description of project. Type A & B Design Services, and, Construction Services for the 165th Airlift Wing at the Savannah/Hilton Head IAP, Savannah GA. The 165th Civil Engineering Squadron requires a roof replacement to the existing low slope hangar roof of Fuel Cell Hangar Bldg. 1923. The existing roof of Building 1923 has been damaged by storms, has temporary patch in place, and has otherwise reached the end of its useful life. Damaged base flashing and metal cap flashing had already existed along parapet wall prior to storm damage. The roof requires replacement in its entirety down to the roof support structure. In addition, the lightning protection system requires complete repair/replacement and UL recertification in accordance with Unified Facilities Criteria (UFC) 3-575-01 standards required for Fuel Cell and Corrosion Control Hangar Facilities. The Contractor, based on a site survey and exhaustive research of available facility records and latest Civil Engineer Technical Services Center (CETSC) roof inspection report, shall design the most feasible, economical, and technically acceptable way to replace the existing built-up roof, including the underlying roof deck as is determined to be necessary, and, design the lightning protection system. Optional Bid Item 1 - Add 2,112 SF lower administrative area roofing to the above requirements. This will involve dealing with existing HVAC roof curbing not present in the base bid, and, coordination with building occupants who will remain in place throughout duration of construction. This area is identified specifically as Section "B", on the roof inspection report. The magnitude of this project is between $500,000 and $1,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor not later than 5:00 pm EST on Saturday, 21 May 2016. This notification, which shall not exceed five (5) typed pages, must include the following: (1) Positive statement of intent to bid as a prime contractor; (2) Completed and signed Source Sought Information Request Form; (3) Listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and (4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they will need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
