- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-1638. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for Electronic Control Units (ECU) and Piezo ‘s as follows: (1) Marotta Part Number 4836285, Model MCURV-21; two (2) each and (2) Marotta P/N 285110-0002, Model MFV (Piezo); four (4) each to Marotta Controls, Inc., Montville, NJ. Marotta Controls, Inc. ECUs and piezo electronic valves are the only components that can interface with the existing vehicle computer control system without extensive testing, modifications and significant costs. Marotta Controls, Inc. is the only provider of these devices that can fit into the compact unique existing spaces on this vehicle computer control system. The North American Industry Classification System (NAICS) Code for this acquisition is 333999. The Small Business Size Standard is 500 employees. Required delivery is 20 weeks after award of contract. F.O.B. Destination, Naval Station Newport, RI. 02841. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items applies to this solicitation. The provision at FAR 52.212-3 (ALT 1), Offeror Representations and Certifications--Commercial Items applies to this solicitation. FAR clauses 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply. The contractor shall provide a Unique Item Identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000 or more. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. In accordance with FAR 39.204(d), an exception to Section 508 applies; items are located in spaces frequented only by service personnel for maintenance, repair or occasional monitoring of equipment. All other timely offers will be considered. Offers must be submitted to Naval Undersea Warfare Center Division Newport, Commercial Acquisition, Code 0222, 1176 Howell Street, Bldg. 1258, Newport, Rhode Island 02841 via email to Debra Dube at debra.dube@navy.mil. Offers must be received on or before 25 May 2016 at 2:00 p.m. Eastern Daylight Time (EDT). Quotes received after the closing date and time specified will be ineligible for award. Contractors must be registered with System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
