- The U.S. Coast Guard Surface Forces Logistics Center, Engineering Services Division (ESD), has a requirement for Special Studies for Non-Linear Finite Element Structural Analysis of a United States Coast Guard Patrol Cutter. The objective of this effort is to develop a detailed FEA model of a WPC 154 hull for use in non-linear FEA ultimate strength analysis of the deckhouse 01 level and determine the sensitivity of initial plating and stiffener deformations as part of a Root Cause Analysis. These objectives will be accomplished with unique capabilities in Non-Linear Finite Element Analysis, review of prior model teat data and analytical predictions from the WASIM analysis tools for the FRC Sentinel class Cutters. This capability supports the Root Cause Failure Analysis of the FRC 01 level foredeck structure. It is anticipated that a non-competitive, fixed price, sole source contract will be awarded to Det Norske Veritas (DNV), or one of their authorized distributors for this service. It is the Government's belief that only DNV possesses the required capabilities to successfully provide these services however, potential sources can submit information demonstrating their capabilities to provide genuine OEM, all parts associated, and OEM authorized services. The U.S. Coast Guard does NOT possess the data rights to the specifications, drawings or other technical data. All data, specifications, and drawings are proprietary to DNV. It is the Government's intention to solicit and negotiate only with DNV or their authorized distributors. Concerns having the expertise and required capabilities to furnish the items are invited to submit complete and current information discussing their capabilities within 10 calendar days from the date this notice is posted. The following information must be provided and must include sufficient detail to allow the Coast Guard to evaluate the acceptability of the service: 1) data that the offered services and supplies have been satisfactorily provided to the OEM or the Government in the past; and/or (2) a written letter, signed by the OEM, that verifies the offeror's capability to access OEM drawings, specifications, and special tools. This is not a Request for Proposals, therefore; no pricing information shall be submitted at this time. Information due shall be submitted via e-mail to Dennis S. Kokoskie at dennis.s.kokoskie@uscg.mil. The Government does not intend to pay for the information solicited. It is the responsibility of potential offerors to monitor this system for future notices and changes. It is the Coast Guard's intention to advertise a solicitation for requirements within 15 days of this Sources Sought notice. All responses will be considered by this agency.
