Description
This is a SOURCES SOUGHT NOTICE and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The Portland District Office of the U. S. Army Corps of Engineers (USACE) anticipates to solicit and award a project/procurement for a Multi-Disciplined Architect & Engineering (A&E) Services under an Indefinite Delivery Contract (IDC). This IDC contract will be solicited on a "Full and Open" basis and will be procured in accordance with the Brooks Act and FAR Subpart 36.6. A synopsis for a proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. The proposed project will be a competitive firm-fixed price contract on a "Full and Open" solicitation. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The USACE - Portland District (NWP) is conducting market research for interest for A&E services and intends to award up to three (3) IDCs with a maximum capacity up to $15 million each. The contract will have a base period of up to 5 years with no options. NWP anticipates an award date in 2016. North American Industrial Classification Code (NAICS): 541330 - Engineering Services Federal Service Code: C211 - A&E General Services The purpose of this sources sought is to gain greater knowledge of the interest, capabilities and qualifications from members of the industry. The Government must determine whether there is adequate competition among the potential pool of responsible contractors. Project Description: The firm may be required to render services on-site at the offices of various USACE activities, or on-site at various project sites or installations. The location of the work performed under this contract shall be stated in the individual Task Orders (TO). The Government expects the bulk of the TOs to be issued by USACE, Portland District (CENWP); however, the Procurement Contracting Officer may also issue written authorization for Districts in the Northwest Division to issue TOs under this IDC. Other Districts in the Northwest Division include Seattle, WA; Walla Walla, WA; Omaha, NE and Kansas City, MO Prior Government contract work is not required for submitting a response under this sources Sought. A. Required specialized experience and technical competence for A&E services should include: Structural, Mechanical, Electrical, Civil, Hydraulic, Hydrologic and Water Quality, Fisheries Engineering, Geotechnical Engineering, Coastal, Rivers, and Harbors Engineering, Environmental Engineering, Construction Cost Estimating, Value Engineering, Dam and Levee Safety Engineering and Investigation, Hydropower - Mechanical and Electrical Engineering, Vertical construction design disciplines for buildings, industrial facilities, and features, Landscape architectural design, Preparation of plans and specifications, Topographic and hydrographic surveying, CADD, GIS, and Building Information Management (BIM) capability, Construction Phase Services. B. Knowledge of the Region. 1. Knowledge of flood control, navigation, and hydroelectric dam projects primarily in Oregon, Washington, Idaho and Western Montana. 2. Knowledge of fish bypass, collection, sampling, and monitoring systems and facilities primarily in Oregon, Washington, Idaho and Western Montana. CONTENT: Your firm's response to this market research request shall be limited to no more than 20 (twenty) pages and shall include the following information: 1. Firm's name, address, current point of contact, phone number, and e-mail address. 2. Firm's intent to respond to the solicitation when it is issued. 3. Succinct narrative on Firm's technical abilities/experience as they relate to the A-E services outlined in this sources sought. 4. Stated capabilities must include the number of years of experience specific to the capability that we are looking for. Include past contracts with USACE, if applicable as well as any other past performance information that clearly demonstrate possessing the technical experience. Minimum of 3 and no more than 5 examples. 5. Please identify the business size your firm falls under. Include your CAGE and DUNS numbers. Responses will be shared with the Government and the project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 2:00 pm Pacific Daylight time on Thursday, June 2 2016. All interested firms must be registered in SAM, https://www.sam.gov and remain current for the duration of the contract to be eligible for award of Government contract.
