Description
Wage Determination Performance Work Statement for Explosive Monitor and Explosive Escort Services The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) in Vicksburg, MS is issuing this Request for Proposals (RFP) to award a Master Blanket Purchase Agreement (BPA) for Explosive Monitor and Explosive Escort (Guard) Services to be provided at Fort Polk, Louisiana. A BPA is a simplified method of filling anticipated repetitive needs by establishing a "charge account" with a qualified source. Pursuant to Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements (BPAs), the Contractor agrees to the identified terms and conditions for a BPA to provide the Explosive Monitor and Explosive Escort Services. Competition for this BPA is limited to small businesses. The Government anticipates this solicitation will result in one award for five years. The Master Blanket Purchase Agreement (BPA) does not obligate any funds. The government shall be obligated only to the extent of authorized services actually utilized via a properly executed BPA Call. There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor. Actual services will be made via properly executed BPA Calls. These calls will be initiated at the time the guard services are needed by an authorized representative of the Contracting Office or by a warranted Contracting Officer. Please refer to the Performance Work Statement (PWS) attached with this combined synopsis/ solicitation posting. At a minimum, the following bid schedule should be included in proposals submitted in response to this combined synopsis/ solicitation. Also included should be a summary or listing of recent past performance experience providing similar services. Explosive escort service rates Year 1 price per hour ______ Year 2 price per hour ______ Year 3 price per hour ______ Year 4 price per hour ______ Year 5 price per hour ______ Overnight explosive monitor service rates Year 1 price per hour ______ Year 2 price per hour ______ Year 3 price per hour ______ Year 4 price per hour ______ Year 5 price per hour ______ All BPA Calls shall be supported by an invoice that must contain the following information at a minimum: 1) BPA number. 2) Date. 3) BPA Call number and/or PR&C number. 4) Date service performed. 5) Hourly rate and number of hours of service provided. Invoices shall be submitted and processed each time guard services are utilized. The combined synopsis/ solicitation will be available on the Federal Business Opportunities (FedBizOpps) website. It will be the offeror's responsibility to frequently check the FedBizOpps site where the synopsis/ solicitation is to be posted for any amendments/changes to the RFP and closing date. Hardcopies will not be available. This procurement is 100% set-aside for small businesses under NAICS code 561612 with a Size Standard of $20,500,000.00. Wage Determination (2015-5197, Rev 2) applies to this requirement and is attached with this combined synopsis/ solicitation posting.
