A02 - Provisions and clauses Full-Text Attachment A01 - Specs - MIL-J-24445A Triple Lug Shear Test A01 - Specs - ASTM E8-04 A01 - Specs - ASTM C633-01 A01 - PWS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b) (1) (i) "Only one responsible source and No Other Supplies or Services Will Satisfy Agency Requirements." The name of the company the Government intends to award a contract to is, L&M Precision Machine Inc, 1 North St Ste A, Southbridge, MA 01550-2586. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-16-T-0094 This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 effective 16 May 2016. (iv) The associated NAICS code is 332710. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Machining Services; Quantity: one (1) Job. CLIN 0002: Contractor Manpower Reporting (vi) Description of requirements: C.1 Background The Manufacturing Science Division, Materials Manufacturing Technology Branch (MMTB) within the Weapons and Materials Research Directorate (WMRD) at the US Army Research Laboratory (ARL) requires the service of test specimens be machined from cold spray deposits in accordance with the standards of the American Society of the International Association for Testing and Materials (ASTM) and military testing specifications. The Contractor shall furnish all labor, tools, and supplies necessary to perform the cold spray machining. C.2 Objective C.2.1 To supply a machine shop with machining cold spray coatings on magnesium and aluminum alloys to create test samples and specimens. C.2.2 The Government will provide the coated samples and measurements for final dimensions. The final tolerances for the samples shall be in accordance with the standards specified in section C.3.5. The Contractor shall provide all trained labor, documentation, maintenance supplies, tools and equipment to ensure the test specimens are machined to ASTM and military testing standards. These samples will then be shipped back to the government to undergo testing to determine certain properties such bond and tensile strength. C.3 Requirement C.3.1 The Government will provide 130 test specimens with cold spray coatings to the Contractor as Government Furnished Property (GFP). The Contracotr shall machine the test specimens within six (6) months of the award of this contract. GFP Test specimen will have the following dimensions. C.3.1.1 Tensile specimen dimensions: Width deposit = 0.4 inch (") x 4 count samples per spray coupon Length deposit = 5" Thickness deposit = 0.4" C.3.1.2 Triple lug shear specimen dimensions: Width deposit = 1.25" Length deposit = 1.5" Thickness deposit = 0.2" C.3.1.3 Glueless adhesion specimen dimensions: Thickness deposit = 0.5" Diameter deposit at bottom = 1.5" Diameter deposit at top = 1" C.3.2 The Government will ship a total of 130 test specimens, in batches per the work schedule of the Government, to the Contractor. The work schedule will be provided as Governement Furnished Information (GFI) to the Contractor after contract award. The Contractor shall inform the Government of receipt of shipped test specimens. C3.3 The Contractor shall store the test specimens in a dry location and store the test specimens in a manner so as to avoid scratches, abrasions, dings or damages to the plates prior to machining. C.3.4 The Contractor shall contact the Government, within 24 hours, should there be any faults or deficiencies with the GFP specimen. The Government will determine whether the faults or deficiencies are significant enough to warrant replacement. If replace is required, the Government will provide disposition instructions for the specimen and provide replacement specimen for machining. C.3.5 The Contractor shall perform machining operations on the test specimens to specifications within seven (7) days of receipt of GFM, in accordance with (IAW) the ASTM standards as follows: 40 Bond plugs to the standards for cohesion strength is C 633-0, Appendix XI (reference A01 - Specs - ASTM C633-01) 50 Tensile specimens to the standards for tension testing is E8 - 04, Rectangular Subsize Specimen (reference A01 - Specs - ASTM E8-04) 40 Triple Lug Shear specimen to the standards for triple lug shear test is MIL-J-2445A, Section 4.5.3.1 (reference A01 - Specs MIL - J - 24445A Triple Lug Shear Test) C.3.6 The Contractor shall package and ship all the Post-Machined GFP test specimens to the Government located at APG, within seven (7) days of machining completion. The Contractor shall individually wrap each sample in tissue paper to ensure protection against scratches, abrasions, dings, or other damages during shipping. C.4 Distribution Statement: Distribution Statemenet A: Approved for public release: distribution is unlimited. (vii) Period of Performance is six (6) months after date of contract (ADC). Delivery shall be made to Army Research Laboratory (ARL) at Aberdeen Proving Ground, Aberdeen Proving Ground, MD 21005-5001. Acceptance shall be performed at Army Research Laboratory (ARL) at Aberdeen Proving Ground, Aberdeen Proving Ground, MD 21005-5001. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: N/A (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: N/A (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer.
