Description
This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this sources sought. The New York District of the United States Army Corps of Engineers (District) will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the repair of Eisenhower Hall, a 337,580 square foot facility at the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this sources sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey and Pennsylvania with an SBA approved office for competition in New York, Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing a construction project within USMA-WP using the design-bid-build process to meet the needs of the U.S. Military Academy. The District is preparing plans and specifications for the repair of a 337,580 square foot facility at West Point, NY. The scope of the work entails a range of repairs to Eisenhower Hall (Building 655), which was constructed in 1976. Building repairs will address issues resulting from the age of the building and water infiltration. The theater is failing and repairs are needed to correct the critical deficiencies to building components that directly relate to the safety and public health of Cadets, civilian personnel and other public users. Work performed in Crest Hall and the Auditorium will include repairs to the ceiling, fire protection and the addition of handicap seats. Minor mechanical, to include the addition of an air handling unit, will be performed throughout the building. Three quarters of the exterior of the building will be repointed. Repairs will be made to external patio surfaces. Lighting in common areas will be modified. Force protection to the doors will be added. Asbestos, lead-based paint, bio-hazard or other hazardous materials, if found, will be handled, stored and disposed of in accordance with current laws and regulations. Sustainable principles will be integrated into the design development and construction of the project in accordance with Executive Order 13423 and other applicable laws and executive orders. The anticipated North American Industry Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542, Nonresidential Construction, Nec and a Small Business Size Standard of $36.5 million. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The anticipated Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience with the repair of housing facilities greater than 50,000 GSF, consisting of multiple stories and similar in cost magnitude (greater than or equal to $25,000,000). The information submitted will be considered in the development of the acquisition strategy to support this program. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. For 8(a) and HUBZONE, firms must be certified by the Small Business Administration (SBA). All interested businesses responding to this Market Research shall be limited to the information required above and shall be submitted via email or in writing by mail no later than 1600 (4 pm) EST on Wednesday, June 01, 2016. If set-aside for small businesses or 8(a) concerns. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. If set-aside for service-disabled veteran owned small businesses concerns. The concern will perform at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns If set-aside for HUBZone small business concerns. (i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees; (ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors; and (iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns.
