Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: May 23, 2016 by 11:00 AM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified Small Business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 334516 with a size standard of is 500 employees. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Laboratory of Cancer Biology and Genetics (LCBG) Center for Cancer Research (CCR) self-assembled in 2006 through the merger of the Laboratory of Cellular Carcinogenesis and Tumor Promotion (LCCTP), the Laboratory of Cell Regulation and Carcinogenesis (LCRC) and the Laboratory of Genetics (LG). The LCBG currently encompasses the work of 12 principal investigators supervising independent research programs with highly overlapping experimental goals and approaches. These investigators conduct a well integrated research program consisting of basic and translational components that are designed to: elucidate the cellular and tissue changes associated with specific stages of carcinogenesis, detect and characterize genetic modifiers fundamental to cancer susceptibility and progression, define the molecular mechanisms involved in the pathogenesis of major human cancers, and develop rational approaches for cancer prevention and treatment. Studies are performed in vivo in animal models, in vitro in cell and organ culture, and on tissues and cells obtained from human volunteers and cancer patients. The LCBG also develops and correlates novel protocols in molecular diagnostics for human and animal tissues, and in noninvasive medical imaging for animal models. Emanating from our studies are new therapeutic combinations for targeted cancers now in clinical trials. Salient Characteristics for the brand name or equal Bio-Rad® ChemiDocTM Touch Imaging System: The salient characteristics that apply to this acquisition are as follows: • Camera specifications required: o 2,758 H X 2,208 V pixels, 6.1 megapixels o 50% QE at 425 nm, max QE 75% at 600 nm o f/0.95 fast lens o 16-bit data acquisition o 4.54 x 4.54 μm pixel size o Low read noise, <6e- o Low dark current, 0.002 e/p/s at -25°C o Peltier cooling to -25°C, absolute • Powered by Image Lab TM Touch Software • 12.1" Touch-screen functionality • 16x21cm Imaging area minimum • System must offer the following sample trays: o Chemi/UV/stain-free for trans-UV illumination o White for trans-white illumination o Blue for trans-blue illumination • Must be flat field calibrated at the factory and files stored in the integrated PC • Must exhibit sensitivity equal to film • Safety features for band excision • Must offer Chemiluminescent, and 5 channel fluorescent imaging covering Near and Far IR and Visible Red, Green and Blue Spectra • Must offer StainFree Gel/ Blot Imaging and Automated Total Protein Normalization Analysis Capabilities within analysis software • Automated image capture optimized for each selected gel or blot application • Must allow imaging previews for each imaging channel and ability to retake images for individual channels as needed • Onboard image merging • Several binning options: 2x2, 3x3, 4x4, 6x6 and 8x8 • Must offer unlicensed Image Lab Software compatible with PC and Mac OS • On-site Field Service is required • On-site Field Application Scientist support is required for training and future technical assistance How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 11:00 AM. EST on May 23, 2016. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. All questions must be in writing and submitted via email. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through www.sam.gov.
