CONTRACT DISCREPANCY REPORT QASP Wage Determination with CBA BOSS Kodiak PWS.pdf Appendices A-E CLIN Schedule of Prices HSCG84-16-R-PKC001 -BOSS Kodiak Solicitation Technical Exhibits The US Coast Guard (USCG) Shore Infrastructure Logistics Center (SILC) has a requirement for Base Operation Support Services (BOSS) at Base Kodiak, Alaska in accordance with the attached Performance Work Statement (PWS), its attachments, and this solicitation package. These services are being solicited under Request for Proposal (RFP) HSCG84-16-R-PKC001. The USCG invites you to submit a proposal via the Acquisition of Commercial Items and Contracting by Negotiation procedures [cf. Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations, respectively]. This competitive solicitation is 100% set-aside for 8(a) Small Business Firms under the Small Business Administration's (SBA) Program in accordance with FAR Subpart 19.8 and the Department of Homeland Security's (DHS)/SBA Partnership Agreement. This is a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity contract which will have a base year ordering period with four one-year ordering periods. The North American Industry Classification System (NAICS) code is 561210 (Facilities Support Services) and the size standard is $38.5 million. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this notice. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation, attachments, and amendments (if any); paper copies will not be made available. SITE VISIT AND PRE-PROPOSAL CONFERENCE INSTRUCTIONS The USCG SILC, Alameda, CA, invites all interested vendors to attend a site visit in preparation for the re-solicitation of the BOSS contract for USCG Base Kodiak, Alaska. This site visit is intended to give prospective offerors the opportunity to familiarize themselves with Base Kodiak and to gauge the scope of work required of the BOSS contract. In addition to the site visit, a pre-proposal conference will also take place in which the Government will review the solicitation with particular attention to the proposal preparation instruction and will answer as many general questions as time allows. NOTE: It is the intention of the Government to reserve this acquisition for 8(a) companies; however representatives from any company are welcome to attend. WHEN: Tuesday and Wednesday, 07-08 June 2016 WHERE: USCG Base Kodiak, Alaska, 99619. Base Kodiak personnel will meet attendees at the main entrance gate to Base Kodiak at 8:00 AM on each day. Government transportation will be provided while on Base Kodiak. TIME: 8:00 AM - 3:30 PM both days DEADLINE FOR REGISTRATION: THURSDAY, 02 June 2016, 4:00 PM ALASKA TIME. REGISTRATION INSTRUCTIONS: Prospective attendees MUST email larry.cornett@uscg.mil with the attendee's full name as it appears on a Government-issued picture ID (which must be presented at the time of the site visit) and citizenship status; and their company name, CAGE code, physical address, email address, and phone number. Companies are limited to four (4) attendees each. Failure to comply with the registration instructions above may result in denial of access to Base Kodiak and/or participation in site visit activities. It is highly recommended that attendees provide an in-transit phone number and/or email address. TENTATIVE ITINERARY: Current plans are to have a brief meeting with attendees Wednesday morning. The rest of the day Wednesday and Thursday morning will involve a vehicle tour of Base Kodiak facilities and other areas that fall under the purview of the BOSS contract. Walking tours of select facilities will be accommodated. Please wear safe/comfortable walking shoes. Thursday afternoon will be the pre-proposal conference to review the solicitation. Welcome remarks by Elaine Rachko and LCDR Jeremy Hall. 09:00am Depart on windshield tour of inside-the-fence areas of Base Kodiak and an interior tour of the steam plant. Tour of the contractor spaces (Bldg.26), laydown yard, shipping & receiving, exempt landfill, equipment storage facilities, air station area, taxiways, sports fields, etc. 11:30am Lunch 12:30pm Depart on interior tour of the water plant, windshield tour of the Communications Station. 01:30pm Interior tour of the wastewater treatment plant. 02:30pm Interior tour of Bldg 19, Pipe and Carpenter Shops, Bldg. A512 Fuels Wednesday, 08 June 2016: 08:00am Meet at the bus in the parking lot. 08:30am Depart on tours of satellite housing areas, municipal dump, and the Spruce Cape facilities. 12:00pm Lunch 01:30-03:30pm Pre-proposal conference at location TBD.
