Description
Performance Work Statement (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, 0010866567, is being issued as a Request for Quote (RFQ) in accordance with the Government's requirement. (iii) The solicitation and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-87, effective 6 April 2016. (iv)The North American Industry Classification Standard (NAICS) code is 335999. This procurement is being solicited as 100% Small Business set aside. (v) The Firm Fixed Priced (FFP) contract line numbers are listed below: CLIN Structure: CLIN 0001 Full service maintenance for the UPS Model Eaton 93E 60kVA/48kW Base Year 12 Months CLIN 0002 Contract Manpower Report Application (CMRA) Base Year 12 Months NSP CLIN 0003 Full service maintenance for the UPS Model Eaton 93E 60kVA/48kW Option Year 1 CLIN 0004 Contract Manpower Report Application (CMRA) Option Year 1 NSP CLIN 0005 Full service maintenance for the UPS Model Eaton 93E 60kVA/48kW Option Year 2 CLIN 0006 Contract Manpower Report Application (CMRA) Option Year 2 NSP (vi) The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Edgewood Chemical Biological Command (ECBC) intends to solicit and award a Firm Fixed Priced (FFP) contract to obtain full service maintenance for the UPS Model Eaton 93E 60kVA/48kW. (See attached Performance Work Statement, and QASP). Period of Performance: The performance period of this contract shall be a 12 month base year with two (2) twelve month options years. (vii)FAR 52.212-1, Instruction to Offerors-Commercial items, applies to this acquisition. (viii) FAR 52.212-2, Evaluation-Commercial items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the Lowest Price Technically Acceptable (LPTA). (ix) FAR 52.212-3, Offeror Representations and Certification-Commercial items, applies to this acquisition. Offerors shall include a completed copy of provision with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions -Commercial Items, applies to this acquisition. (xi) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial items, applies to this acquisition. Proposals are due via email no later than Monday, June 20, 2016 by 10am EST. Late submissions will not be accepted. Award will be made on the basis of Lowest Priced Technically Acceptable (LPTA). b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offer or within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), Whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
