Laydays commence 31 May 2016 and cancel 01 June 2016. The period of performance will be one voyage. 17) Set-aside status: Unrestricted. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. 18) The decision to release this solicitation on an "Unrestricted" basis is based on all work being done outside the United States and its outlying areas.
