- SCOPE OF WORK USACE - ST. Louis DISTRICT - This is a combined synopsis/solicitation for commercial service in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W912P9-16-Q-0055 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85 dated 4 January 2016. This requirement is being solicited as 100% set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this acquisition is 238220 with a Small Business Size Standard of $15Million. The basis of award will be Firm Fixed Price. Additionally, Offerors must quote on all items to be eligible for award. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation requirements. Complete specifications are issued with this combined synopsis/solicitation shown below. This requirement location is, U.S. Army Corps of Engineers 100 Arsenal Street, St. Louis, MO 63118. DESCRIPTION/SPECIFICATOINS/WORK STATEMENT - Rivers Project Office - Service Base Augment the HVAC System -Building #7 Office Space Project The Government is looking for an economically feasible and sound system to augment the current HVAC system in the Office space. Existing features The existing office space is two floors. The upstairs is an open office area with cubicles. The downstairs has a large conference room and several individual offices. Currently there are two 4-ton units that have been twinned. This unit currently heats and cools the entire office space and is run by a thermostat on the 2nd floor. Work Each Contractor shall propose a minimum a solution to the existing HVAC system that will allow the two floors to function separately. The proposal shall itemize the required equipment, supplies and materials, and labor. The proposal shall include a description of how the proposal will adequately satisfy the heating and cooling needs of the office space. The new system shall supply both Heat and Cool to all the spaces and allow for a comfortable environment for the tenants. The proposal shall take into account that all repairs will take place during the normal work hours of the tenants and there will be times when the tenants will be having large conferences and work may have to be coordinated in advance to avoid any disruptions. All existing ductwork may be used, the existing units may be used and any electrical work will need to be coordinated with the Government electrician on site. Any/all new thermostats shall be programmable. The upstairs office shall have at least one thermostat controlling the HVAC upstairs. The downstairs shall have at least one thermostat controlling the HVAC in the downstairs spaces. All new systems shall have fresh air ducts to meet current codes. All registers or ducts that are being abandoned shall be sealed in place or removed. Worksite will be cleaned at the end of each workday by the Contractor. All proposals from Contractors shall include all labor, supplies and materials, warranties, to complete the installation, cleanup and startup of new unit or units. All trash, construction debris and old parts shall be hauled away and disposed of offsite according to local regulations. Work includes but is not limited to the following list: • Schedule/timeline of the work to be competed • Work plan showing order of work and outlining the steps to completion. • Signage that indicates where and type of work being done, to alert the tenants. • New HVAC units, to be determined. • New thermostats, to be determined. • New Duct work, to be determined. • Labor for installation • Onsite supervision • Programming the thermostats • Installation Labor and start up • All wiring, copper for drains, any PVC, ductwork alterations, etc. Quality All work and repairs must meet manufacturer's specifications and recommended installation requirements for each piece of equipment. Site Visit An organized site visit will be scheduled for May 26th 2016 at 10:00 am. Participants will meet at Building #7, U.S. Army Corps of Engineers, Physical Support and Service Base, 100 Arsenal Street, St. Louis, MO, 63118. Warranty All work, parts and material repaired, replaced or installed will carry a minimum 90 day warranty by the Contractor. This warranty will be all inclusive, and will include, but not be limited to all parts, refrigerant, labor and service call charges. Work Hours Work & deliveries shall be conducted during Government working hours of 06:00 to 16:30, Monday thru Thursday. Any work or deliveries to be performed outside of Government working hours must be coordinated 48 hours in advance. Schedule The contractor has 14 days from notice to proceed to start installation. Then 14 days complete the work.
