Solicitation for USPSC Resident Hire Development Outreach Communications Specialist ISSUANCE DATE: May 19, 2016 DEADLINE FOR RECEIPT OF QUESTION: June 2, 2016 CLOSING DATE FOR SUBMISSION OF APPLICATIONS: June 17, 2016 CLOSING TIME FOR SUBMISSION OF APPLICATIONS: 16:00 PM (Nigeria Time) SUBJECT: Solicitation SOL-620-16-000012 for Resident Hire USPSC Personal Service Contractor or Eligible Family Member (EFM) - Development Outreach Communications Specialist, USAID/Nigeria To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified United States (US) citizens and Resident Aliens currently residing in Nigeria or Eligible Family Members, interested in providing personal services as described in the attached solicitation. This is a Resident-Hire/EFM position. Resident Hire Personal Services Contractors (RHPSC) are U.S. citizens or lawfully admitted permanent residents of the United States who, at the time of hiring, possess a valid work permit* and reside in Nigeria: (1) As a spouse or dependent of a U.S. citizen employed by a U.S. Government Agency; or (2) under any U.S. Government-financed contract or agreement; or (3) under any other contract or agreement that provides for repatriation to the United States; or (4) for reasons other than for employment with a U.S. Government Agency. U.S. Citizen Eligible Family Members (USEFMs) will be given hiring preference. A USEFM is an individual who meets the following criteria: 1. US citizen; and 2. The spouse or domestic partner (as defined in 3 FAM 1610) of the sponsoring employee, or a child of the sponsoring employee, who is an unmarried child at least 18 years old; and 3. Listed on the travel orders or approved Form OF-126, of the sponsoring employee, (i.e., a direct-hire FS, CS, or uniformed service member who is permanently assigned to or stationed abroad at a US mission, or at an office of the American Institute in Taiwan; and is under COM authority) and either: a) Resides at the sponsoring employee's post of assignment abroad or, as appropriate, at an office of the American Institute in Taiwan; or b) Resides at an involuntary separate maintenance allowance (ISMA) location. (The individual will not be listed on the sponsoring officer's travel orders, but will have a Form SF-1190, processed authorizing ISMA.) Applicants interested in applying for this position MUST provide photocopies of their U.S. Passport with a valid Nigerian Visa and current Work Permit*. Prior to employment, the successful Resident Hire candidate must be able to enter Nigeria on their U.S. Passport with the Nigerian visa and work permit*. Should an eligible candidate prefer to be hired as an Eligible Family Member, s/he must provide a copy of his/her family member's travel orders assigning the employee to Post. *Work Permit requirement is only for non-EFM candidates. Incomplete, late or unsigned applications will not be considered for the position. Applicants are responsible for submitting materials in accordance with the attached information delivered to USAID/Nigeria by the time specified on this solicitation. There will be no exceptions to the minimum document submission requirements. All application reviews will be based on the documentation submitted. To ensure delivery by the due date, it is recommended that applications be sent in as email attachments, if possible. Applicants should retain copies of all enclosures which accompany their applications. Please note that USAID/Nigeria does not accept responsibility for delays in transmission or receipt of any application. Receipt of an application in response to this solicitation does not constitute an award commitment. Additionally, it does not commit the U.S. Government to reimburse any costs incurred in the preparation and submission of the application. Any submission is at the sole risk of the applicant. References must be able to provide substantive information about the past performance relevant to the applicant's ability to execute the duties and responsibilities as detailed in the scope of work. USAID/Nigeria reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation.
