Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Raytheon BBN Technologies, located in Cambridge, MA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for providing a 12-Channel Arbitrary Pulse Sequencer 2.0 System. The unique technical specifications of this system are the 12 channels of 14 bit, 1.2 GS/s generation, +/- 1 volt in to 50 ohm that provides 10 ns resolution steering information to all 12 channels across different modules with fully-arbitrary flow control including looping, jumping, branching, and recursion. This system shall be fully compatible with the Raytheon BBN Technologies PyQlab software and the existing APSII that NIST is currently using. Delivery shall be 4-6 months ARO. The NAICS Code is 334511- Search, Detection, Navigation, Guidance, Aeronautical, Nautical System and Instrument Manufacturing with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Raytheon BBN Technologies for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 5/26/2016. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted so that they are received at angela.hitt@nist.gov no later than 5/23/2016 at 10 pm MST.
