Description
This is a sources sought notice for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Proposed Project: The Bureau of Reclamation, Yuma Area Office, has a requirement to repair retaining walls along the YAO MODE III Levee Road. The Yuma Area Office is located at 7301 Calle Agua Salada, Yuma, AZ 85364, which is approximately 5 miles west of Yuma, AZ. The project is located adjacent to the Main Outlet Drain Extension (MODE) III along west Levee Road, approximately two (2) miles southwest of the Yuma Area Office. The retaining wall begins at station 368+23 along west Levee road, and ends at 378+73.5. The overall length of the structure is 1,050.5 feet. Principal Components of Work The principal components of the work to be performed under this contract include: a. Repair eleven (11) large and three (3) small damaged areas of the face of fourteen (14) panels of the retaining walls. Most of the repairs are along the east side of the road. ("Panel" refers to the flat area of wall located between two buttresses; the locations of the fourteen (14) damaged panels are identified in Section 3.1.) Work will include removal of existing damaged concrete and reinforcement, prepare existing damaged areas of wall to receive new reinforcement and shotcrete, and removal of construction waste. b. Repair six (6) damaged buttresses along both sides of the road. ( ¿Buttress ¿ refers to the integral columns that support the retaining walls.) Work will include removal of existing damaged concrete and reinforcement, prepare existing damaged areas of buttresses to receive new reinforcement and shotcrete, and removal of construction waste. c. Repair twelve (12) damaged W6x12 beams along both sides of the road. (W6x12 beams are primary structural components of the buttresses that extend vertically from the tops of buttresses to support the guard rail system.) Work will include removal of the damaged beam sections, installation of new beam sections, and removal of construction waste. d. Replace 1000 feet of damaged guardrails. Work will include removal of the damaged rails, installation of new guardrails, and removal of construction waste. e. Repair 1300 linear feet of top portion of retaining walls. Work will include removal of existing damaged concrete and reinforcement, installation of new reinforcement and concrete, and removal of construction waste. Capability Statement/Package Sources should submit statements showing their experience and ability as a prime contractor to perform the principal components of work listed above. If prime intends to subcontract, show evidence of subcontractor experience. Interested sources are welcome to submit a capability statement package to include the following information: 1. Capability statement shall address the work listed above and the offeror ¿s ability to meet the qualification requirements with this type of work. 2. Contractor must have sufficient financial and management capability to assure bonding up to $500,000.00. 3. Provide your business name, address, point of contact, phone number and email address. 4. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Women-Owned, Small Business or Large Business, etc. 5. The capability statement shall address the offerors ¿ capability to perform under a contract of this magnitude and complexity. Provide a list of ALL RELEVANT projects (projects of a similar size, scope, and complexity of the proposed project are considered relevant), either Government or commercial, performed within the last three (3) years, with a brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e-mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought is voluntary. The Government will not pay for any information submitted in response to this sources sought. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein. The applicable North American Industry Classification (NAIC) code is 238110 - Poured Concrete Foundation and Structure Contractors and the Small Business Size Standard is $15 Million. Interested sources should submit a capability statement on or before 2:00 PM local time, May 30, 2016. Submittals will be reviewed and considered by Reclamation during the solicitation planning process.
