- Description
- The scope of this contract includes, but is not limited to, design and construction of Service Gates, Seals, & Associated Equipment at Big Hill Lake, Kansas. This includes removal and replacement of inlet gates 1 & 2 and all appurtenances, removal and replacement of the 30" water supply gate, replacement of all gate stems, guides, and operators, removal and replacement of the gate well ladder, and provide alternate water supply to the water utility. Gate design shall be in accordance with ETL 1110-2-584. The work also requires dewatering and cleanout of silt in the gate well and sump, and repair of eroded or spalled areas on concrete surfaces from the trashracks downstream to the conduit. Optional work includes Removal and replacement of outlet gates 1 and 2 and all appurtenances, removal and replacement of water quality inlet gates 1, 2, and 3 and all appurtenances, replace gate well ladder with a folding 2-person work basket and hoist, and rehabilitate the intake trash racks. The project will be a total turn-key Design-Build contract with all design and construction work performed by the Contractor. All design documents submitted to the Government shall be the property of the Government. The Government may duplicate, use, and disclose in any manner and for any purpose all documents delivered under this contract. The Contractor shall include this requirement in all contracts with subcontractors and suppliers. The system shall be operationally equivalent to the existing equipment except as noted in the contract documents or approved by the contracting officer. The Contractor shall provide all investigation, design, research, travel, plant, materials, equipment, labor instruments, tools, subcontractors, supervision, and management to complete all work required. The Contractor shall provide to the Government design plans, specifications, calculations, and the method of construction for review and approval prior to mobilization. All work shall be in accordance with the requirements of 29 CFR 1910, 29 CFR 1926, EM 385-1-1, latest editions, and other references as listed and applicable. This acquisition will be a Firm-Fixed Price, Design-Build, "C" type contract. The requirement will be solicited using small business set-aside competition under FAR Part 15 procedures. Award is intended to be made to a single contractor whose proposal is deemed to represent the best value to the Government. Best value will be determined using the tradeoff selection process IAW FAR Part 15.3, Source Selection, and associated supplements.
