This Sources Sought Notice is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Office of Acquisitions Management, Contracts and Grants (AMCG) at Thomas P. O'Neill Federal Building, on behalf the Department of Health and Human Services' (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), intends to procure Administrative and Professional Staffing Support Services using 100% HUBZone small business set-aside or using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified HUBZone small business concerns. If two or more qualified HUBZone small business concerns are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Background ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and then reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework. ASPR is comprised of approximately 750 fulltime staff (federal employees, public health service staff, and contractor support) across six program offices that provide policy, operational, and programmatic leadership and support to fulfill the ASPR mission. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code (541990: All Other Professional, Scientific and Professional Services), with a size standard of $15 Million are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Works (SOW). Capability packages must not exceed 3 pages and must be submitted electronically. All contractor questions must be submitted no later than 2:00PM EST on 25 May 2016. Interested vendors should provide a narrative description of the their experience and capabilities in providing staffing support to a federal, public health preparedness and emergency response organization in the following areas: • Advanced Research and Development for Chemical/Biological/Radiological/Nuclear Threats, Emerging Infectious Diseases, & Pandemic Influenza - Affiliated Regulatory Affairs, Clinical Studies, & Modeling • Emergency Preparedness/Management/Response/Recovery • Logistics Management • Acquisitions/Contracts/Grants Management and Administration • Public Health Policy and Planning • Federal Financial/Budget Management, Planning, and Analysis • Federal Travel Coordination and Management • Comprehensive Facilities Support Services & Management • Information Technology Support & Development • Federal Human Resources • Talent Management & Strategic Federal Staffing • Employee Development and Training Programs Development and Execution • Public Health Preparedness and Emergency Response Communications (Public Affairs, Web, & Video Production) • Strategic Stakeholder Engagement (Legislatures/States/Local Government/Industry/Inter, Intra-Agency) • All Areas: Program Support, Program/Project Management, & Management/Program Analysis - and - Section 508 Compliance NOTE: Areas or tasks where a contractor does not have prior experience should be annotated as such.
