Description

NAVSUP Fleet Logistics Center is issuing this Sources Sought (SS) Notice to determine whether there are potentially qualified SMALL BUSINESS concerns capable of providing Passenger Terminal Services in support of the Defense Transportation System located at Naval Air Station, Jacksonville, FL. Please see the attached DRAFT Request for Quotation (RFQ) for further details. This notice does not constitute a request for proposal, request for quote or invitation to bid. The intent of this notice is to identify potential Offerors for market research purposes and to determine whether to set-aside the requirement for SMALL BUSINESS. NAICS code: 488119, Other Airport Operations, Small Business size standard in millions 32.5M. Description/Scope of Work: See the attached DRAFT RFQ. ADDITIONAL INFORMATION: The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions. If after review of the responses to this sources sought synopsis, the Government still plans to proceed with the acquisition, a Pre-Solicitation Announcement will be published to the Navy Electronic Commerce On-line (NECO) system, and Federal Business Opportunities (FedBizOpps). This is not a solicitation announcement for proposals and no contract will be awarded directly from this Sources Sought announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls requesting a solicitation package will be accepted because there is no solicitation package. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentation will be made. SUBMISSION REQUIRMENTS: Responses to this sources sought notice shall not exceed five (5) pages and will be prepared using Times New Roman font no smaller than 12 point. Provide copies of any and all small business certification s including those issued by the SBA and those which are derived from self-reported information submitted through the System for Award Management (SAM) portal. Copies of SBA Certifications will not be counted in the five (5) page limit. Interested parties shall provide the following: 1. Provide a one (1) page cover sheet that MUST include the following: Contractor name, address, primary phone number. Point of Contact with email and phone. Contractor SBA size status of the business relative to NAICS code 488119, Other Airport Operations. Whether services are available under a Seaport-e contract vehicle and the contract number. 2. Provide a short description of the Contractor ™s history including years in business, number of employees, and main discipline of the Contractor. 3. Provide a statement of past and current ability to meet all rapid gate requirements for access to military sites/property/ installations. 4. Provide up to one (1) page listing key employee(s) of both the Contractor and all Subcontractors, and their experience relative to the services described in the PWS. 5. Provide up to one (1) page listing past and current contracts/task orders that show the Contractor ™s ability to perform the services described in the PWS. 6. Provide Point of Contact reference information on one similar project. This should be someone who has knowledge of the work that was performed. Contact information should include name, activity, job title, phone, and e-mail address. 7. Questions related to the DRAFT RFQ. Questions must be submitted by 4:00 P.M. EDT, May31, 2016 to Tamela Lewis at tamela.t.lewis@navy.mil. The emails shall contain RFQ N68836-16-T-0253 in the Subject line.
