Description
The Lebanon VA Medical Center has a requirement for Chapel Renovation (Design-Build) project number 595-14-105. A Firm-Fixed Price Construction contract will be awarded for the proposal determined be the "Best Value" to the Government based on non-price and price evaluation factors. Contractor shall furnish all necessary disciplines for the complete design, site preparation (including demolition of existing un-used utilities) and renovation of the chapel. After approval of construction documents, the contractor will construct the space in 2 phases. Phase 1 shall consist of the design phase. Phase 2 shall be the construction of the approved designs. Work will be performed in a functioning hospital environment, which shall remain operational during the project duration. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. This procurement is subject to the availability of funds. This project is a "Best Value" two-phase design-build solicitation. All SDVOSB construction firms shall be allowed to participate in Phase I of the solicitation. Phase I of the proposals will be evaluated to determine the top three offerors to be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for responding to Phase 1 of the solicitation as well as all evaluation factors for both Phases I and Phase II. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. Solicitation documents, including as-Builts drawings, will be available electronically on or about June 1, 2016, at the following website: www.fbo.gov. Offerors will search for solicitation VA244-16-R-0957 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 236220 Commercial and Institutional Building Construction. Project Magnitude: Between $250,000 and $500,000. Contract Completion Time will be two hundred forty (240) calendar days, 120 days for design and 120 days for construction. One hundred-twenty day bid acceptance period shall be required. Payment and Performance bonds shall be required. A pre-proposal conference will be announced in the solicitation and will be held at the Lebanon VA Medical Center. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost; any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government. The Contractor is responsible for the correct classification of workers. Electronic or phone proposals will not be accepted. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to this the solicitation contents or general questions shall be submitted by e-mail, the subject line of the e-mail shall contain the solicitation number and the project number. All potential contractors shall be registered in https://www.sam.gov/portal/public/SAM/ to do business with the Government. Offerors shall have submitted annual VETS VA-4212 report at the time of award. Ensure registration is correct, current and has not expired. All prospective contractors shall be registered in VetBiz at www.vip.vetbiz.gov, at the time proposals are submitted to be considered for award. End of Document
