- FAR CLAUSES Statement Of Work RFQ Vendor to provide lodging services for U.S. Coast Guard PSU 312 at San Francisco International Airport (SFO) CA 94128 per the Statement Of Work. This is a FIRM FIXED PRICE Purchase Order Period of Performance to be scheduled with the customer during the month of July 2016. Service Contract Act (SCA) wages apply to this purchase order Location: See Statement of Work and Block 15 of this RFQ Note: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. The Government intendes to award on an "ALL OR NONE" basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government the best value. The evaluation and award procedures in FAR 13.106 "LOWEST PRICE" applies and the Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all depending on the quality of the proposals, and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions or unreasonably high or low cost when compared with the Governemt estimate such that the proposal is deemed to reflect and inherent lack of competence or faliure to comprehend the complexity and risk of the project.
