Description
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Cumberland Valley Volunteer Fireman Association (CVVFA) to take advantage of the existing NVFC webinar meetings and collaborative relationships with the IAFC and IAFF to conduct outreach and to market the SHRP2 L12 TIM Responder Training Course to the often overlooked and hard-to-reach volunteer fire departments. No other organization meets with the vast number of volunteer fire chiefs and rank and file career organizations than the NVFC and its partnership with the IAFC and IAFF. No other organization can conduct the outreach to the volunteer fire service than the NVFC can, and as such, is a unique source of technical assistance. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $40,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
