Description

The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is soliciting proposals from Lot I of the Fielded Training Support Systems (FTSS III) Multiple Award Contract (MAC) to provide Submarine Contractor Maintenance Services (SubCMS) to support the maintenance of submarine trainers serving the Fleet and the Submarine Learning Center (SLC) in support of the Naval Air Warfare Center Training Systems Division Orlando (NAWCTSD) mission. The Government intends to award a single Cost Plus Fixed-Fee (CPFF) Task Order. The period of performance (PoP) of this contract is 56 months, inclusive of a 2-month mobilization period (60 days), a six (6) month base year and four (4) 12-month options. Task Order performance will begin 1 February 2017, inclusive of a 60-day mobilization period. Only the Request for Proposal SF-33 document will be posted with this solicitation. Interested FTSS III Prime contractors shall contact the POC, Sr. Contract Specialist H. David Carter, to obtain copies of the RFP attachments (items listed in RFP Section J). Offeror ™s are cautioned to print and thoroughly review all attachments associated with this RFP upon receipt, and within three days, provide the POC email confirmation of receipt. Failure to ensure legibility of documents provided by the Government or accessible by the offeror will not be grounds for reconsideration or granting of waivers regarding proposal submission requirements. Requests for attachments will only be accepted from a single confirmed representative of the one of the eight (8) FTSS III Prime Contractors listed below and the POC listed in the attached (FTSS III Lot I - Unrestricted/Large Business table). The Boeing Company CAE USA Inc. Computer Sciences Corporation Cubic Global Defense, Inc. Fidelity Technologies Corporation Engineering Support Personnel, Inc. L-3 Communications Corp. LB and B Associates, Inc. There is a site visit and pre-solicitation conference associated with this requirement. See attached Site Visit/Pre-Solicitation Conference document for specific information. While attendance of either site visit or pre-proposal conference is not a prerequisite for proposal submission, all prospective offerors are urged to attend the site visit and pre-proposal conference. However, each company is restricted to four (4) attendees at the pre-proposal conference or site visit. Exact building/room number location for the site visit and pre-solicitation conference may be obtained from the Site POC indicated above, upon receipt of visitor requests. Subcontractor requests, if submitted, are to be requested through the prime contractor and subcontractor attendees count toward the limit of two attendees. Security clearances are required to attend the site visit and pre-conference. In order to attend the site visit and the pre-proposal conference, each offeror shall submit visit requests for those company officials who will attend. Send electronic Visit Requests for the site visit and the pre-proposal conference, no later than 96 hours in advance of the scheduled visit, on prime contractor letterhead, to the POC(s) for each site highlighted in the paragraphs above. Use of JPAS system is required.
