Description: COMBINED SYNOPSIS/SOLICITATION i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. This solicitation document is issued as a request for quote (RFQ). When submitting quotes, please use the reference number 16-ASAM-BOC-NAT-0095. iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87; March 7, 2016. iv. There is a 100% Small Business set-aside for this procurement. The associated NAICS code is 238220: plumbing, heating, and air-conditioning contractors. The small business size standard is $15 million dollars. v. This combined solicitation/synopsis is for the acquisition services to replace the leaking compressor motor shaft seal on York Chiller #3 (YK VF TBJ3 DD F SN: SBPM 706120) in the Department of Labor Frances Perkins Building in Washington, DC, according to the Statement of Work below. Statement of Work UNITED STATES DEPARTMENT OF LABOR ENGINEERING DIVISION PROJECT: REPLACEMENT SHAFT SEAL ON YORK CHILLER #3 INTRODUCTION: This project is for the replacement of leaking compressor motor shaft seal on chiller #3 in the Department of Labor Frances Perkins Building. The shaft seal leak was discovered during annual maintenance inspection. The United States Department of Labor Engineering Branch requires the necessary service to repair York Chiller #3 in order to operate the chiller for the upcoming cooling season. This repair will ensure that the chiller will meet EPA environmental requirements for refrigeration tightness on equipment. SCOPE OF WORK: 1. Remove refrigerant charge from chiller and store in DOL Mechanical Room Recovery Storage Unit. 2. Break the vacuum using dry nitrogen. 3. Remove leaking shaft seal and install a new OEM bellows style upgrade seal. 4. Leak test repairs. 5. Run chiller oil pump and check for proper lubrication to the seal. 6. Remove oil charge and provide proper EPA disposal. 7. Evacuate chiller and install new York Chiller oil provided by DOL Engineering. 8. Reinstall existing refrigerant charge. 9. Start chiller and test operation to ensure it is working properly 10. Provide additional refrigerant as needed to ensure full cooling charge. (The estimated refrigerant need can be low as 300 lbs. and as much as 1000 lbs.) 11. Clean the job site and remove debris. 12. Successful completion of the contract will result in the York Chiller #3 will be fully operational. On completion the contract shall report any deficiencies to DOL Engineering Staff. PERIOD OF PERFORMANCE: The period of performance shall be approximately 5-7 working days on receipt of purchase order and contractor prior work load/schedules. RECOGNIZED HOLIDAYS: The contractor is not required to perform services on any federal holiday. HOURS OF OPERATION: The contractor is responsible for conducting business between the hours of 7:30am - 5:30pm Monday thru Friday except federal holidays, or when the government is closed due to local or national emergencies, administrative closings or similar government directed facility closings.
