- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106(b)(1) with Coventor, Inc for Coventorware Turbo Floating License, CW-TURBO-F-A that meets NIST’s requirements. The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) has the requirement for the Coventorware Turbo Floating License for finite element numerical analysis of complex MEMS and NEMS devices in 3 dimensions. The sole vendor that publishes the CoventorWare Turbo Floating Package which is 100% compatible with the MEMS devices currently in use at NIST is Coventor, Inc. Only CoventorWare is capable to open and analyze the models currently developed in the proprietary Coventorware format, or provide compatible software or software maintenance required. In addition, the Unique functionalities are: · -Importing, exporting and generating 3D models of devices, meshing them and solving various multi-physics problems. · -Provides versatile visualization and data export capabilities for solutions · - Ability to set-up and execute automated series of simulations for parametric analyses. · -Provided efficient boundary element method algorithms for solving electrostatic problems with large and complex conductor shapes · -The only firm capable and authorized to provide the required software support and maintenance Coventor, Inc is the only contractor who can provide the Coventorware Turbo Floating Software License that meets NIST’s requirements. Therefore, Coventor, Inc is uniquely qualified to provide the required CoventorWare Turbo Floating Software License. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $38.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (Eastern) on June 2, 2016. Inquiries will only be accepted via email to ching.hung@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
